Yet he later says his death wish was inspired by the misbehaving of Q, which mostly seems to have happened within the last decade or so. I suppose there could be some kind of time travel aspect to Quinn's punishment, but why would they bother?

Plotline

Janeway discovers a member of the Q continuum imprisoned in the centre of a comet nucleus. The Q, known as Quinn, is on the run from the rest of his kind because he decided to commit suicide out of boredom. When the continuum send a representative to recapture Quinn, Janeway must hold a hearing to decide his fate.
