So, why does the Honey Bare character (Dax) carry a handcuff key around in her pocket? I mean, she's a scientist right? She's not a guard or anything. Does she have her own set of handcuffs for... er... recreational purposes?

Dr Noah has a stainless steel Walther PPK in the climactic scene. This model wasn't made until the 1980s. One could dismiss this as an error by the writer of the holonovel, rather than the show!
Great Moment :
As well as being a fan of submarine movies, I also like James Bond. This episode is just a hoot!
Body Count :
Zero.
Factoid :
Bashir's holoprogram is, obviously, a tip of the hat to the James Bond world and other such super-spy stories.

Plotline

While Bashir is playing at secret agent on the holodeck, a transporter emergency causes the computer to dump the neural patterns of Sisko, Dax, Kira, O'Brien and Worf into the holodeck pattern, re-creating them as characters in his drama. Now Bashir must play the game for real, without harming any of the baddies or doing anything to end the program.
