Cartwright was a Starfleet Admiral during the late 23rd century. In 2286 he acted as a Starfleet advisor to the Federation President during the Cetacean whale probe crisis. [1] He continued to serve in Starfleet until 2293, at which point he suggested that the Federation should take a hard line with the Klingon Empire after the Praxis explosion, refusing to offer them any haven within Federation space so that they would be "forced to their knees", at which point the Federation would be able to dictate highly favourable terms. When his advice was not followed, Cartwright took part in the conspiracy to assassinate the Klingon Chancellor, Gorkon, to disrupt the peace talks. He further conspired to have the Federation President assassinated, but the conspiracy was foiled by the Enterprise and Excelsior crews and Cartwright arrested by Captain Sulu. [2]
