Skantal is a Romulan male, he relocated to Planet Vashti around 2380, aboard the Federation Wallenburg-class transport, USS Nightingale. By 2399 he was a member of the Romulan Rebirth movement and an associate of ex-Romulan Senator Tenqem Adrev. He was involved in the attack on Picard when he visited in 2399. When Elnor killed Tenqem Adrev, in defence of Picard, Skantal threatened to shoot him with his disruptor. Elnor was beamed up to La Sirena before the encounter came to a head. [1]
