A former Starfleet Captain, Garth was one of the last people in the Federation to be classed as criminally insane. Garth was a well known Captain, renowned as a great explorer who charted more worlds than any man in history. He was also known as one of the Federation's greatest military heroes, partly due to his leadership at the Battle of Axanar. At one point in his career he was maimed and left dying; the natives of Antos IV rescued him and used a cellular regeneration technique to repair his body. This left Garth capable of changing his appearance at will. [1]

He claimed that he "offered them the galaxy" in response. They rejected him, and Garth attempted to destroy their entire species. His crew refused to follow the order, and Garth was ultimately declared insane and confined to the asylum on Elba II. [1]

In 2268 Garth managed to take over the asylum using his shape-shifting abilities. He subsequently captured Captain Kirk when he visited the facility to deliver a new drug which was thought able to successfully treat the inmates. Kirk was ultimately able to regain control. Garth was treated with a new drug therapy which cured his insanity. [1]
