A Vorta operative, Keevan was badly injured and trapped on an uninhabited planet along with ten Jem'Hadar when his ship was destroyed during the Dominion war. When Captain Sisko was also trappen on the same planet, Keevan agreed to become a prisoner of war in order to save his life. To facilitate his plan he ordered the Jem'Hadar into a trap so that Sisko could kill them all. [2] Keevan was to be traded for Ishka in a prisoner exchange aboard Empok Nor, be he was accidentally killed before the swap could be made. [3]
