The Patriarchy

Anyone know what this is? In the Starcharts map book it is just this big yellow blob in the "north" section of Federation territory but I cannot find anything about it. Is it just some sort of natural space area like a nebula or something else.

Pretty obscure, but there's a few little bits in Starcharts such as this one. I know Graham wasn't a fan of the book, as it had some canonical inconsistencies, but as a bathroom reader, I got many many MANY good reads out of that!
