Opinionated DS9 Episode Guide looks at the story of Garak, although what that story is who the hell can say. Garak's past is causing him to have medical problems and behave erratically, so Bashir takes it on himself to try and sort it out. Good luck.

Honestly I really cannot think of any character in Trek even close to him in terms of how interesting he is and how complicated it is.
Though I liked how he was mysterious in the beginning and then by the end we had a full picture of him.
