Very good find, though I believe there should have been some mention of the two-fisted hammer punch.

Definitely the former. Of course, that approach can be overdone - the higher up the organisation an individual is (and the bigger the organisation is), the less they can afford to get involved in the low level stuff, or they'll fail to exercise their responsibilities.

Agreed, Seafort. I think Kirk was at the sweet spot there in the chain for going on the away team, especially in those days.
