Sons and Daughters of Ragna,

It has been several centuries since our race was confined solely to our Majestic homeworld. We moved into space to expand from our world, to enrich our lives and to explore what was out there. We found that we were not alone in the Universe. We found that there were other worlds with other life. None, however, came close to the might of Ragna, no other races came close to the power and advancement of Ragna's children. Today I am here to say that we have expanded once again.

Earlier This year we made contact with a race with an Empire like our own. Spanning lightyears of space, controlling dozens of worlds all for the greater prosperity of their people. We have learned that we sit not just with one other similar race, but among many. I have become aware of no less than 8 other intelligent races that exist within our nearby interstellar neighborhood.

This is a time for great celebration! We have the chance and opportunity to meet and explore new races and cultures with histories as long and complex as our own, with their own strong homeworlds that have given rise to another race of power. This is an opportunity to expand ourselves further than we ever have before, to come closer to the dreams of our ancestors who first ventured out into the stars, who first settled on new worlds, and to embrace a dream held by the 13 who met to create the Imperial Republic, a unified state of All Ragnar on All worlds.

But this is also a time for caution.

Never before have we met a race as advanced as these here. Never before have we come across another world that could rival our own. The Dreams of our ancestors must be tempered by the Security of our descendants. As the Narok, I am already taking measures to make sure that what should be a great era of enlightenment and prosperity for our people happens in all it's glory. I am taking measure to make sure that when our sons and daughters take our places they will be able to use the knowledge we will gain to further the Ragnar Society, and defend the Domain that we have declared sovereignty over.

Welcome to a new Era, things will never be the same. Let us make them for the better, together.

As mankind entered the sixth millennia of time, humanity was nearly exterminated. We had fought in a bloody war for a thousand yahrens, and were betrayed as we sued for peace. Our homeworlds were destroyed, and our military destroyed with a single exception. We followed the teachings of our parent civilization, the Lords of Kobol, and fled our dead worlds in search of our lost long brothers. Our entire civilization was reduced to a single Battlestar, protecting 220 odd civilian ships. Our flight was long and dangerous, with entire generations being born and dying in space. However, our faith brought us to our long lost brethren, the 13th tribe living on a planet called Earth. They were not however, in any position to assist us or offer us a new home. We thus continued on, and established new colonies, named for the worlds we have lost. We have remained hidden for hundred of yahrens, rebuilding our civilization and waiting for the day we could meet our brothers as equals.

We have watched as galactic politics played out across these quadrants. We knew the time of our introduction to them would be determined by the Lords of Kobol, when another race found us and introduced us to the galaxy. Unfortunately, the race you know as the Tzinkathi first discovered us, and making the mistake of thinking we were weak, greeted us with hostility. A mistake they have since learned to regret.

We welcome peaceful relations with peaceful and reasonable neighbors. However, we have known war most of our recorded history. Our Colonial Warriors are among the most elite this area of space has ever seen, and have protected our civilization since a time when nearly every other race here was still awaiting its own turn at evolution.

As a gesture of good faith and good will, we shall be willing to part for the first time in history with Ambrosia, liquor so fine as to taste like golden sunshine, and potent enough to make a strong man lose track of a week. Unlike most of the drinks of this quadrant, it has no alcohol, but a liquid euphoric that won’t make a person drunk, but blissfully happy and relaxed. We are willing to entertain trade negotiations as well.

The Turian people stand at a crossroads, and the path ahead is dim.

The war that has ravaged this area of space has ended and the Dominion have been pushed away; but what have we to show of it? A race of pride, a race of might, a race of honour and we are unscathed. It is time we are honest with ourselves that we stood aside due to our xenophobia and reticence when we could have done some good.

We cannot stand alone anymore.

We will begin diplomatic relations with races that want it. It is a gesture of good faith, of establishing trade.

It is time to become one of the universe.

Know that we are an independent and neutral people. We have however learned that with isolationism comes mistrust, and this leads to conflict. We are willing to establish diplomatic relations with others, merely to avoid another devastating quadrant-wide conflict, such as the Dominion War which recently ended. We will not take sides with warring parties, but are willing to be neutral arbiters if and when required.

Our borders remain closed to all except unarmed traders and diplomatic vessels.

To mirror the sentiments of the Klingon Empire, embassy estates are available for occupation on the Homeworld of Palaven. First Primarch Akanis extends personal invitations to any power that seeks relations.

To the Klingon Empire, the First Primarch has directed the diplomatic corps. to request one of these estates for a diplomatic staff to reside in. This, we hope, will begin a start of relations with the Klingon Empire that are fruitful and long.

Citizens, friends, neighbors: we have reached a turning point in the history of this region, one where we can choose to resume our differences and petty squabbles, or move forward in peace and cooperation. We reach out our hand in friendship to all members of the Alpha and Beta Quadrants; to those we have long established relationships with, and to new arrivals on the political scene alike. We are excited about establishing diplomatic relations with all powers in the region; even those we have had conflict with in the past, and offer all nations the opportunity to establish embassies on Earth, to help broker a lasting peace through understanding and exploration of our varied cultures.

We have not forgotten the lessons we learned during the Dominion War, however, and will tolerate no hostile actions toward our citizens; we remain vigilant against any threats foreign and domestic, and from this point forward, will maintain a standing defense force capable of protecting ourselves and our allies should hostile powers again mistakenly believe the region ripe for conquest.

We, the surviving Legates, hereby declare our self appointment to full command of the Cardassian Union in all matters military and civilian. It has been by our leadership that the Union has managed to start towards full recovery after our disastrous involvement with the Dominion. We will not be reestablishing the Detapa Council. That civilian organization was ever a bad farce, such that everyone, local and foreign alike, new how little power they truly held. The disbandment of Central Command and appointment of the Detapa Council to full government control was clearly a mistake of the highest order, and one that cost the Cardassian people gravely during the Dominion War. We will not abide such foolishness to exist again within the Union.

Our first official act as the Cardassian Union leadership, is to offer a full, public apology to everyone, individual and government alike, who suffered due to the Union's unwise involvement with the Dominion. It would be simple at this point to make some excuse about "those individuals formerly in power". It would be simple to lay the blame at the feet of people like Dukat, and claim our own innocence.

But it would be the worst kind of lies, obvious ones. We were involved, we played our parts, we gave orders to our forces knowing what kind of bloodshed would follow. We let ourselves believe the poisoned tales of the Dominion, of power and greatness for our very own. We see now, what great fools we all were. And as stated, we will no longer abide foolishness to run the Union.

Thus we, the surviving Legates, hereby now turn over our power to the next generation. We have scoured our military for the very best, the very brightest. We have picked up the mess we made by our own hands, and now place the fate of Cardassia in hands more capable than our own. We great fools will not be the cause of any more suffering.

There is no true way we can take to make up for what we have done. No words, no actions could ever be enough. All we can do is give Cardassia a chance to heal from the wounds we inflicted, and to offer our sincere apologizes to everyone harmed by our choices. Now that we have done as much, there is nothing left for us but to step down, and hope that in this, we have learned how not to be foolish.

As part of Cardassia's efforts towards reorganization and self-improvement, I have been appointed as head of the newly established department of Exploration and Scientific Study. We are in the process of building a small fleet of vessels with the sole purpose of conducting scientific research teams through our local and surrounding space.

Towards the goal of allowing our vessels to accomplish this task with minimal risk to the personal and materials invested, and without creating a situation of potential unease and tension with our neighbors, I have been authorized to extend an offer of a treaty of mutual protection for ships of a purely scientific nature.

A beginning outline for the terms of this treaty are being drafted. Any and all nations that might be interested should send inquires to my inbox, at which point we may work out the exacting details so that they will hopefully be agreeable to all.

Ferengi Central Bank Transmission

The Ferengi Central Bank wishes to announce that it is starting the following program to help stabilize the economic situation in the region.

Sovereign Deposit Program

The Ferengi will allow any government to deposit excess funds with the Ferengi Central Bank. These deposits can pay a fixed or variable interest rate. This will allow governments to earn a return on their deposits and introduce liquidity into the international system.

Sovereign Bond Program

Additionally the Ferengi Central Bank will make borrowing available for powers that need to borrow, generally at rates favorable to those at which a power could borrow internally. We will also offer fixed rate borrowings for larger projects.

Please contact us individually for terms for the programs. Generally we request at least one year notice for underwriting and admission to the programs.

*A general message across subspace channels from the Gorn Imperium*

For the first time in many decades, Gorn space is open to limited civilian traffic from other powers. In order to safely visit Gorn space, we highly recommend you follow all of the following instructions.

All visiting vessels are to be registered and have their transponder beacon broadcasting at all times. All vessels must register through subspace channels prior to visiting. All vessels must check in at at stations over planets 141 or 160 to declare their destination and purpose for visit. At this time, an agent will provide the vessel a general flight path, after which the crew may submit a modified flight path for approval.
*Note: anyone wishing to travel to the Gorn homeworld must do so on a Gorn transport.
Spot checks of all vessels may be performed by patrols, at which you will show them your destination records. A general search for illegal items may be performed as well. A list of contraband items will be provided upon registration. Read it.
Any vessels deviating from their registered flight path will be escorted out of Gorn space, unless it is determined that it was necessary. Deviation will be considered 1 light year from the registered path.
Any vessel that initiates a hostile act against the Gorn or another civilian ship will be disabled or destroyed. If captured, the crew involved will be sent to a Gorn prison facility, pending discussion with their respective governments.
Distress signals will be responded to as soon as possible, however be aware that the Gorn military are not tour guides and the Gorn government is not responsible for any injury or damage obtained during travel through Gorn space.

This applies only to civilian traffic. Military traffic is not allowed. Diplomatic traffic should be registered through proper diplomatic channels.

I am making this address publicly to establish a dialogue concerning arms proliferation and weapon stockpiling. The Dominion War is several years behind us now, and as the quadrant as a whole has re militarized it is important that we begin to think about what is best not only for our nations, but for the Quadrant as a whole. The Ragnar, along with the Breen Confederacy, Gorn Hegemony, Tholian Assembly, and Romulan Star Empire, are prepared to host a series of conferences and summits over the next two to three years concerning the matters of warship production and stockpiling.

I invite all nations to attend these conferences, so that we might all be heard and talk openly for the good of our nations, to protect peace, and prevent a recurrence of the Dominion War or other catastrophic event from besieging us.
