If we allow this farce of justice to play out, if the Klingons are allowed to just decide they should be able to wipe out an entire nation on a whim, what do you think the future will hold for the rest of us? After discussion with interested parties, we have removed our claims to territory in the Spinward Passage.

Our fleet is still being mobilized, however it is only a training exercise for our men, as many of them have never been in combat and need to understand procedure.

As has been stated, our eyes are only to the Romulan Empire. As to the remaining fleets on our borders, we find it rather childish for so many nations to throw a temper at someone for having defensive fleets. We have no interest in conflict with the Gorn, Federation or Ragnar. Their entry to the coming conflict is up to them to decide. We will not force their entry. A warrior must be free to make his own mind of a matter.

Today we face a trial of our will. We have worked hard for peace. Or ambassadors have traveled great distances to garnish support for talks on peace. Once we had those we labored to create a facility to host such events. Our representatives worked tirelessly with those form many other states toward peace. The Klingons never came however. We sent their leader a personal invitation, but he did not come. Many began to fear what was soon to pass with their actions.

Today our fears have grown even closer to a reality. War is immanent. A single decision by a far away leader is serving to undermine all that we have worked for. The question now is what will we do about it. This is a defining moment for us. We have worked for peace, we have stationed our people as observers with other states, and we have made a promise to ourselves and others through the creation and attendance of the Summits for peace. The time has come to ask, well we stand our ground for peace. Will we maintain our decisions or will we like many others fold under the pressure. Many others have recalled their observers and declared themselves neutral in a false illusion of peace. We pledged to seek peace for the quadrant, and for all sentient beings, not just for our own borders. I wonder how peaceful it will seem when they must watch hundred and thousands of warriors die and know that they could have stopped it.

We will not fall under such an illusion. Our observers shall remain. They are held to support peace, and will stay in their positions and in their roles. If the Klingons intend to go to war, we will make this clear: you will not only be shooting to kill the victim state of your aggressive action; but the Ragnar that are aboard as well. The Klingon threats for us to remove our observers or let their fate be on us will not be answered. We have sent these men for the purpose of peace. If they die their killers will be responsible.

This is our first test as a nation among equals. And we shall answer by being loyal to what we stand for, and what is right. Let those nations who will sacrifice their morality, and pledges for security watch at the world they are about to create and wonder forever what it could have been.

We find it interesting that in a planned, unprovoked invasion of Romulan Space your plan called for the sending oft ships more than 550 LY away from your shared border. Seems an entirely unorthodox and time delayed way of invading.

Unless such Romulan ships were NOT next to the Ragnar border as you claim, but then lying is a dishonorable action that no Klingon would find themselves doing now is it.

I suppose the question of just how useless the Federation will be towards securing the peace is answered. "Formally express your disappointment,"? Is that all you've got to say? That you're disappointed that the Klingons have chosen to launch a large scale invasion on a neighboring power? A neighbor that has for the past 15 years existed peacefully with all other powers?

You "Urge restraint," when the Klingons clearly intend to forcibly invade and subjugate Romulan worlds which will no doubt result in hundreds of thousands, if not millions of casualties?

You "encourage diplomatic talks," when the Klingons invent pitiful justifications for their aggressive expansion for no actual reason which could be discussed?

"Humanitarian aid," neglecting the blatant racism in the term, instead of standing in opposition to blatant to help end this invasion as quickly as possible, there by limiting the actual casualties that may be incurred and standing against aggressive wars you instead offer to come in after the fact, when the danger to your cowardly hides is passed and distribute water to the people you stood by and watched be dragged into the maw of war?

You are pathetic. Cowards and appeasers of the lowest kind. The fact that you would actually broadcast such a pitiful, lukewarm pile of filth shames you and your entire nation. Better you had remained silent then prove how weak willed and useless you actually are.

The offer of aid is genuine, regardless of the Romulan ambassador's hostile tone and continued belligerence. We have no obligation to intervene on behalf of a government that has plotted to destroy the Federation on countless occasions and unleashed weapons of mass destruction against us just prior to the 15 year time period the ambassador mentions. You have abducted our personnel, brainwashed our citizens to create sleeper agents, cloned people against their will to further plots to invade our space, and we have never once retaliated.

We do not have to save you from a war of your own making. How long did your government really expect the Klingons to tolerate your countless plots and attacks against them? Sooner or later, they were bound to respond, and while we had hoped it would be through diplomatic means, we understand the choice the Klingons have made; just because they have waited so long to retaliate does not mean their "pitiful justifications" are not valid to them.

You have done nothing but attack and plot against us from the time of our first contact, and you expect us to rush to the rescue without any formal request, or even a single diplomatic overture in the last 15 years? The last time we were invited to your space for diplomatic talks, it was as part of a plot to destroy the Federation. Save your frustrated anger for your own officials who have alienated those who would otherwise have assisted you.

The truly sad part is, you never bothered to ask our help directly, never made any effort to build a stronger diplomatic relationship with our nation, and never made any attempt to atone for your past misdeeds.

Our offer stands: we will attempt to speak to the Klingon High Council on your behalf, and we will provide "Romulanitarian" aid when the need arises. We will not throw away the lives of our citizens and attack a government that has made the utmost effort to remain our friends, even when relations were strained, in order to help a corrupt, Machiavellian, facist Empire remain in power.

Truly, you're trying to lie in the defense of a nation that had a war fleet hidden on your border? And here the Klingons had heard rumors your race was more evolved then a bloodworm. The most telling weakness of both your and the Klingons arguments is your inability to find any reason in the last fifteen years for this war, to dispute that for fifteen years there has been peace. The last incident you can even attempt to throw in our face is when our government was illegally deposed by a madman and our own Navy aided your Starfleet in halting his attack. Before that we joined in your war against the Dominion. Truly that was a monstrous act. Aside from one madman we assisted you in putting down can you name anything we have done in twenty years or the last two administrations? Can the Klingons name anything in the last twenty? The last forty? A war of our own making? Truly 40 years of peace warrants a war.

And as we've stated before, if we would like to begin hanging one another for the sins of the past explain to us where is your condemnation of the Klingons when in the middle of the Dominion Conflict they instigated a full on assault of the Federation. Would you care to compare body counts, Federation citizens dead due to Klingon aggression versus Romulan "scheming". No, we cannot do that or you might have to make a very difficult decision about the company you keep.

Keep your aid, your lapdogs will need it far more than we ever will.
