I, Too, would offer such an invitation at the request of the Ambassador Antariun. It will give the Klingon Empire a chance to air its views, prove it's intentions to those nations who are perhaps not as trusting of them.

The Klingon Empire is amassing for an attack upon the Romulan Star Empire. They currently have deployed approximately 12,000 warships along with transports in four equally sized groups in systems 55, 56, 61, and 62. We estimate that they will be prepared to launch their attack within two weeks.

It is obvious to us now that the Klingons have destroyed their own economy and now seek to utilize their fleet before their own economic collapse renders that option moot. The Romulan Star Empire will utilize whatever means are necessary to stop this attack once it begins and we call upon our neighbors to help us halt this Klingon aggression. We are willing to work with any other nation who does not wish to see their expansion.

We may set a pattern of peaceful cooperation now, or you may condone naked aggression through inaction and silence.

The Narok is appalled by the actions of the Klingon Empire. We have created, and personally invited the Klingon Empire to discussions concerning these very patterns to prevent such unwarranted aggression.

We call on the Chancellor to end this before it starts. It is not too late to do the honorable thing and call off your attack. I would also remind you that both the Romulan Star Empire and Gorn Hegemony have representatives from other states aboard their ships including Federation observers. Their deaths will destabilize the relations with your state for many more nations that you anticipate I fear.

We call on the Federation, your allies are preparing for a war of aggression which will tarnish your reputation by association if you do nothing; or you can use your position to help preserve peace as you and everyone else that has attended the Summits has promised to do. Work with your allies and make them see reason. A war of pure aggression is not the way.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

The Gorn wish to announce our colonial claims on the following systems: 397-400, 404, 406, 409, 410-412. We do not make claims to any more territory than this. We have no interest in empty space, only that which we will be using.
Any objections may be raised through private channels.



On security matters, the Gorn spinward border fleet has detected a large number of Klingon vessels. This is our notice that we will be mobilizing our fleet, and keeping them in range of our border for defensive purposes. Any power that wishes to discuss this matter, feel free to contact us on private channels.
No trees were killed in transmission of this message. However, some electrons were mildly inconvenienced.

To clarify, the Federation is not allied with any nation at the present. We have no sway over other powers beyond simple diplomacy.

That said, we will begin talks to try and determine the nature of the Klingon military buildups, and begin preparations to respond to any potential humanitarian crisis.

To the Ragnar, your lack of understanding of the history of the Romulan Empire shines in your ignorance. The Klingon people need no reminder of what the Romulans will treat as a peace. If you have observers aboard their ships, then you should direct them to board non-combatant vessels which will be granted safe passage. Should they stay aboard Romulan warships then their fate is their own choosing and not our concern.

To the Gorn, of course we have a fleet on your border... just as you have a fleet on ours. Just as we have a fleet on the Federation border and they on ours. It is called defense which is a normal issue. Our forces have no care for aggression with your people. It would be best for your people if your leaders stopped shacking in their scales.

To all others, the Klingon High Council received no invite to any such conference. Inspite of the fact that several nations holds estates on our homeworld with unlimited access to audience with the High Council. Before so many throw the words about, they should remember they had all the ability needed to speak with the High Council and chose not to do so. The Romulan Empire has been at the heart of every major conflict for the last two hundred years that this quadrant has suffered. Five years ago the decision was made by the High Council that this danger to the safety of the quadrant as a whole be removed. Their repeated attempts to draft war between nations or even their goals of extermination against the Federation. The people of the Klingon Empire have declared we will no longer stand for these acts, no longer stand by while the Romulan Empire inflicts suffering in the billions to their own goals. Our decision is made, those who are wise will leave us to our feud, those who are foolish may continue to blindly shout and those who wish for blood may throw themselves upon the sword in the defense of a race of slavers and mass murderers.

The choice is yours to make for we have made ours.

Would you like us to recount the failings of the Klingon Empire? The conflicts you've started? The innocents dragged into war by your nation including the one you are intent on starting? How about the worlds forced into your Empire willing or not? Your pitiful excuses ring as hollow as your head Klingon. You have ruined your nation and now seek to try and salvage it by attacking ours. Any Klingons who cross the border will not be returning to your space, ever.

I find myself utterly bewildered. The Klingon Empire, a power that had extended it's hand of friendship to half the known galaxy is now preparing amassed war fleets without so much as a single disruptor bolt of provocation. The explain away their supposed to-be assault on the Romulan Star Empire in an at least vaguely convincing manner (no offence) but what of the Gorn? A power who has been peaceful for so many years?

However, the international community must bear in mind that the Empire has yet to make an attack. We have not seen a single Klingon warship cross either border; Rather, we have seem them massing on the borders. I agree that this seems....utterly suspect, especially in such vast numbers, but we cannot jump the gun and accuse them of heady warfare when it has not yet begun.
