Starfleet Organizational & Operational Guidelines

Starfleet is re-organized under the following operation chart. Starfleet Command is broken into 10 primary divisions which are listed below. Direct control of ships is exercised through the various fleet commanders who all report to the CINC. The remainder of Starfleet command exist to provide support and service to the operational commanders in the field.

Tactical Fleet Numbering

Heavy Squadrons are numbered based on the task force they are placed in. Task Force 1 contains squadrons 11, 12, 14 and 15 (the number 13 is skipped). Task Force 2 contains squadrons 21, 22, 23 and 24 and so on until task force 10. Task force 10 contains squadrons 101, 102, 103 and 104. Task force 11 contains 111, 112, 114 and 115. Task force 12 contains 121, 122, 123 and 124 and so on through squadron 164 being the highest numbered Heavy Squadron in Starfleet.

Heavy Cruisers are numbered with the same pattern, however there are 6 squadrons per series. 13 continues to be skipped.

Destroyers squadrons are numbered sequentially from 1-214 with the numbers 13 and 113 skipped.

Command sections are not numbered, they are simply assigned to a particular fleet and referenced as 1st Fleet Command Attachment and so on.

Fleet Marine Force Commands- The Fleet Marine Security Detachment replaces Starfleet security on ships expected to operate in higher threat environments. They are deployed as follows.

Development History: The Baltimore Class is a direct improvement to the Prometheus Class Strike Cruiser. While the Prometheus Class pioneered the Multi-Vector Assault mode other developments in warp technology made this feature largely redundant by the middle of the 2390's. The introduction of the Sisko Class, capable of keeping pace with and escorting Sovereign Class ships eliminated the need for the Prometheus, which had original been designed to provide long-range, high speed escort.

For a time it looked like the project might fall away after a few dozen had been procured. However Starfleet was looking for a new cruiser design to replace its collection of older Akira, Nebula, Excelsior, Ambassador and other such ships in the role of a medium weight ship capable of independent operation. Rather than design an all new hull designers seized upon the Prometheus design and made several modifications, including removing the MVAM from the design.

The new cruiser has proven an adquate if uninspired solution to Starfleets cruiser problem. The ships are highly combat capable but are somewhat lacking in the capabilities of their larger cousins when it comes to medical assitance and evacuation of planets.

Development History: Following the encounter with the Scimitar Starfleet made a re-assessment of the tactical capabilities of its most powerful ship then in service. Initial thoughts centered around a larger ship with yet more firepower. This was discarded as being too expensive, taking too long and being ill-suited for the far flung defensive needs of Starfleet. Instead a program to improve every aspect of the Sovereign was initiated. Additionally a decision was made to build them in numbers well in excess of any recent Starfleet design.

Harkening back to the large production run for the Excelsior Class the Sovereign promises to be the backbone of Starfleet for the next several decades and to provide some level of service for much longer than that. One of the most well rounded ships in the fleet it is likely that it will see active service on the front lines of Federation defense and eventually exploration duty for the better part of the next century.

Development History: The Sisko Class was originally the Defiant Class upgrade initiated to solve two major issues for Starfleet. The first was the time consuming nature of the Defiants construction. This was largely solved by changing the weapons makeup of the ship and simplifying the construction process as a result. Additionally a new warp core and structural integrity field design was created that solved many of the problems the earlier vessel suffered from and allowed mass production.

The second problem faced by Starfleet was the need to design a vessel that would be able to replace large number of destroyers lost in the Dominion War, where Starfleet designs suffered crippling losses. To do this technology was pushed to the very limit of the Federations capabilities to produce the most forward looking design in the least possible time.

The new vessel was placed in service with an initial order for 2,304, which was later expanded after the initial deliveries proved to exceed expectations. Orders continue to be placed and though talks of a successor have emerged in recent years Starfleet has no design currently on the table.

Development History: As the second built from scratch design by Starfleet since the end of the Dominion War the Des Moines Class incorporates a host of advancements in propulsion, power generation technology, computer technology and weaponry that were pioneered into the host of ships improved in the immediate post war period and the Shi'Kar Class explorer.

Developed to serve as a patrol and support cruiser the ship is equally at home on solitary patrols along the many lengthy borders of the Federation as it is serving a supporting role with front line combat units. Designed to supplement the existing Task Forces of Starfleet and eventually replace the Akira Class ships now in service this ship will see a long production run and service life with Starfleet.

Development History: The Intrepid Class quickly became a fleet workhorse in the post-war environment. Taking on every job from scout to explorer to light combat ship. In many regions of space due to their numbers and far flung deployments this class was the very embodiement of Federation and Starfleet. After years of service these ships were begining to show their age.

The James T. Kirk Class Frigate is the most massive single ship class upgrade ever undertaken by Starfleet. Each Intrepid Class ship is stripped down to its basic spaceframe and rebuilt with new systems. What will emrge from the yards is a ship upgraded in every way imaginable.

The name of the Intrepid Class has been changed in line with new naming conventions that call for all Destroyers and Frigates to be named after individuals. Capable of independent operations while looking after themselves the James T. Kirk Class fits the personality of its namesake well.

Starfleet Sustainable Modernization Program

The revitalization of the Fleet from its Dominion War losses has been the primary focus of Starfleet command through the recent history. That goal having largely been acheived the frenzied pace of building for replacement and expansion will likely give way a plan focused on sustainability and development.

To this end development has begun on replacements for the Sovereign Class and Blatimore Class starships, with replacements for the Sisko class soon to follow. The pace of building will not approach that of recent years as the goal of the new programs will be to avoid seeing a situation emerge where a large portion of the fleet might be made obsolete by technological developments in the region.

More details will be released as these programs move towards maturity but Starfleet is excited for the future this holds and the support it offers for our core mission of exploration. The exploratory fleet is now taking on designs in the Shi'Kar Class and the James T. Kirk class that are more capable than any ships previously seen in the region.

Additionally Starfleet R&D has begun preliminary work on sending an expedition into the nearby Andromeda galaxy. While such work is in the very initial stages it is representative of the scope and stability of Starfleets exploration program which is equipped with more ships having more capabilities than ever before.
