Thread for all Beta SIM treaties
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

Khitomer Accords

The United Federation of Planets and the Klingon Empire desire to continue the arrangements of the Khitomer Accords and agree that the following represents the whole of the agreements and obligations to each power in regards to the Khitomer Accords.


Mutual Defense

The contracting parties agree that any attack against one of them within 50 LY's of any openly claimed and acknowledge area of either powers sovereign space or openly declared and acknowledged station or outpost located outside of that space will be treated as an attack on both powers. In such event both powers pledge to engage in joint negotiations, joint war efforts and pledge not to make a separate peace.

In the event a power believes it was attacked and wishes to invoke the mutual defense clause it must make a formal request to the other contracting power. That power then has 72 hours to either accept or decline the invocation. The requesting power shall make available any and all information to the other power to assist in the decision making process.


Exit Clause, New Members and Conflicting Agreements

If either power wishes to exit this agreement it is required to give 12 months notice unless the other contracting party agrees to waive such terms.

It is agreed that unanimous consent is necessary to add another signer to this document.

Both powers agree that they will not enter into any other treaties of mutual defense without the consent of the other power. In the event the parties cannot agree on allowing the other party to enter into a treaty they desire to enter into both may leave this treaty with 60 days notice.

Treaty of Lissepia

I. A security zone will be established upon Cardassian Union/Breen Confederacy and United Federation of Planets/Breen Confederacy borders. The zone will be fifteen lightyears in width, extending ten light years into Breen space from the currently agreed upon border and five years into Cardassian Union and United Federation of Planets space from the currently agreed upon border.

II. The signatories agree not to deploy warships into this security zone without prior notification of the other signatories and receipt of their consent. All signatories agree not to unnecessarily withhold consent for necessary security functions such as combating pirates.

III. The Cardassian Union and United Federation of Planets will mandate a security escort of all trade ships conducting business with the Breen Confederacy that traverse Cardassian Union or United Federation of Planets space.

IV. All trade ships doing business with the Breen Confederacy that pass through Cardassian Union or United Federation of Planets space will pay a 40% tariff upon the value of their goods to the nation who's space they are crossing.

Agreement of Non-aggression between the Hyllus Confederacy and the Tholian Empire

1) The Hyllus Confederacy and the Tholian Empire agree to undertake no direct action which may bring the harm of violence upon the others' people, planets, ships, or other material belongings lawfully owned by said signatories.

2) The Hyllus Confederacy and Tholian Empire agree to respect each others' sovereign space and abide by all applicable laws if and when conducting any actions within the territory of the other signatory.

3) The protection of this treaty shall be revoked for either signatory if said signatory willingly and knowingly violates it's terms and agreements.

4) This treaty enforces no obligations for the signatories to provide military aid to each other.

Non-Proliferation Treaty

Dorvan Non-Proliferation Treaty

1. This treaty exists to reduce the threat of the use of weapons of mass destruction by limiting their spread.

2. Weapons of Mass Destruction are defined as weapons that can destroy planets or stars in their entirety, who have the power to destroy all sapient life upon a planet, or can render subspace impassible. Weapons that will be covered in these treaty are, but are not limited to, directed radiation weapons such as tholaron radiation emitters, trilithium based weapons, subspace weapons, forced terraforming weapons (Genesis devices), biological weapons, and chemical weapons. These article may be amended to include new classes of weapons with the consent of all signatories.
a. Tri-Cobalt devices are excluded from this treaty.

3. In order to halt the spread of these weapons the signatories of this treaty agree to neither sell nor purchase any weapons of mass destruction or the technology to construct or research them to or from any other entity be it a nation state, organization, or individual be they a signatory of this treaty or not.

4. If any attempt is made or offer received to sell or purchase these weapons by or to a signatory the signatory shall publicly disclose the event as well as the parties involved immediately.

5. To enforce this treaty the signatories shall reserve the right to search any foreign ship be it trade, warship, or private, of another nation that crosses into its territory. They may use whatever means they deem appropriate to conduct the search. The force used to enact a search should be proportional. Signatories do not have the right to conduct searches or scans on vessels inside another nation's territory.

6. If the transfer of banned weapons or technology is discovered the signatories may elect to refer the violation to the larger treaty body as a whole for collective discussion or intervention but the treaty will in no way bind signatories to courses of action they do not endorse or to discussion with the full treaty body. The treaty will not impede the signatories rights as sovereign powers to protect their nations. Additionally nothing in this treaty binds any signatory to either implicitly or explicitly support a course of action taken by one power against another for accused violations of this treaty.

7. Signatories of this treaty may withdraw at any time with public notice of their intentions.

Treaty of Andoria

The United Federation of Planets and the Jacorn Alliance, desiring to co-exist peacefully with one another and to ensure the continuance of democratic government for both their peoples take these steps and establish this treaty with that overriding goal in mind.

Cultural Exchange

Both parties agree to establish a joint council on cultural exchange, to be headquartered at Andoria which shall endeavour to provide opportunities for each people to get to know the other through various means.

It is agreed that unanimous consent is necessary to add another signer to this document.

The Federation discloses that at the time of the signing of this treaty it maintains a similar alliance with the Klingon Empire and a guarantee of security for the Ferengi Alliance so long as that power remains neutral in galactic affairs.

The Jacorn disclose no alliance at this time.

Draft Charter for Neutral Trade Station (NTS)

Legal Status

1. The NTS shall be neutral territory and will be administered by a council comprised of the members (defined below) of the Charter who shall have as their only purpose the efficient administration of the station.

2. No power shall use the NTS to supply its military ships, though the council may ask from time to time for small groups of ships from all members be sent to defend the station against piracy and other minor threats.

Membership

1. A government may take membership in this organization by paying its proportinate share of the refubishment cost for the station (5 million credits divided by the number of governments participating in the initial setup).

2. A government may later apply for membership by paying an amount equal to the founders share of the refurbishment cost which shall be distributed equally to all founding members.

3. All members are entitled to five decks of sovereign space to which they can control access and house their official delegations on the station. The remainder of the station will be open space and policed subject to the rules adopted by the council.

4. Members may make such security arrangments as they wish for their soverign space on the station but may deploy no more than 2,000 soliders or security persons to this station.

5. Nation-states which do not or cannot pay the membership fees are invited to join as non-voting trade only members. Such membership is created for smaller nations numbering less than 100 billion citizens or any nation given special dispensation to participate under the trade only program by unanimous vote of the full members. For nations of less than 100 billion citizens they shall be allowed to join simply by expressing their desire to do so openly and will be barred from participation only by a unanimous vote of the full members.
Trade

1. An "Open Trade Market Area" will be established on the station to facilitate the efficient transfer of goods between powers.

2. A member shall be entitled to take as imports and amount equal to what it exports to the station except in cases when its exports exceed the imports of all other members. In that case the member shall take in return for its exports an amount of imports equal to but not exceeding the amount of exports from all other members combined. The excess trade from that member will then be apportioned in a proportional manner to the volume of trade provided by other members. Thus if a member was responsible for 20% of the trade brought to the station they would be entitled to that amount in return, plus 20% of any excess.

3. The council will manage a permanent tariff that will be adjusted annually to fund the maintenence and operation of this station estimate at 250,000 credits per annum. Each member will be notified annually of what their tarrif fee was for the previous year.

4. The council is authorized to impose an increased tariff of no more than 5% for no more than 5 years to make necessary capital improvements to the station from time to time, provided there is unanimous consent amoung the members for such improvements.
