Quadrant in Turmoil
December 2379


Over the last decade a major war, a coup d'état, and several other issues have reshaped the balance of power in the Quadrant. Those who were strong became weak, those who were weak became weaker, and those who kept to themselves saw the rest of the quadrant morph around them. Alliances were forged and broken, entire worlds laid to waste.

The once mighty Federation has seen the crippling of its fleet in the Dominion War. The war forced the resurgence of many of Starfleet's long outdated ships both to fill the numbers during and after the war. Even after the end, Starfleet has been forced to re-evaluate its position with its war-time allies after the incident with the Scimitar.

The Klingon Empire is in a similar position with huge losses in its fleet and overall military strength. Large segments of the population were lost to the war and the Empire's fleet is barely large enough to cover its own territory. Additionally there has been much speculation as to the Empire's future relations with the Federation, as Khitomer hangs in the balance.

The Romulan Empire is in the greatest disarray of all the victorious parties. Its fleet was severely weekend from the war, and the result was an uprising from the Reman's. The coup destroyed the entire upper tier of the Romulan government and replaced it with the human, Shinzon, as praetor. With the destruction of the Scimitar and the death of Shinzon, there is much speculation as to what will happen within the Empire.

The Cardassian Union is in the worst state of all it seems. Their infrastructure was decimated by the Dominon war, the worst of it coming when they switched sides while the Dominon Forces were still at the major Cardassian systems. Their government has been wiped out with those who were loyal to the Dominon disappearing and a large power vacuum crushing what remained. The Union will have many difficult years ahead.

The Breen Confederacy is one of the biggest unknown. They were allies of the Dominion; however, they escaped much of the actual fighting of the war. Many of the ships sent into the conflict were destroyed, but there is no real idea about what percentage of the Breen fleet was deployed to the war effort.

The Ferangi will likely find the post-war period highly profitable. The market, while currently unstable, will likely soon be flooded with loans and funds to rebuild which the Ferangi will be only too happy to supply, for the right rate of return.

The other powers of the Quadrants will be wild-cards with many seeing the great powers weekend to the point that they can contend, others will stay with an isolationist attitude.

Romulan Senate to be Reformed
April 2380 - Romulus


It was with little hesitation that the leader of the Romulan Transitional Government declared that the Empire would be returning to it's long standing form of government.

The announcement had been expected by analysts within the Federation. However, there are still many unknowns. After the coup by Shinzon it is unclear what percentage of the Romulan Military accepted his leadership, and how many were executed. Even bigger still is the mystery of the Tal'shiar and what role they played in the coup, and what remains of the organization.

The New Cardassian Union Revealed
June 2380 - Cardassia


The Cardassian Transitional Government released that the Union would be shifting into an Imperial Senate style system, similar to the Romulan Star Empire.

Sources indicate that this government was selected after concerns about the economic and political future of the Union were addressed by the current regime with the Senate being the almost perfect answer to their concerns.

While the Federation hasn't made an official statement on the choice of the union, one of the Council's Majority members commented on the subject: "We had higher hopes for the Union and her people in the aftermath of the war. After years under the rule of the military, we would have thought the chance for a full democracy would have been too great to pass up, I guess we were wrong."

Sources have also indicated that initial offers of support in rebuilding both the Union's economy and military structure were with held by the Federation after the release.

Economies Take off in Post-War Period
November 2380


In the post-war period the economies of all the powers have taken dramatic steps to recovering from the ravages of the war. Most major governments are reportedly continuing the high spending rate of the war-time period, and pumping funds back into their infrastructure to repair their losses and perhaps use this post-war period to grow, however many found themselves in deep debt to their people and some to other states such as the Federation and Ferangi.

The re-opening of the trade market has also allowed for many of the area's economies to grow as they engage in commerce with one another. Surprisingly the Federation and Tholian Assembly seemed to lead the charge in reopening the trade market. It is expected that the Ferangi will regain their dominance in this area as they reaclimate themselves to peace-time transactions.

News Headlines from 2381-2385

Population's Boom
January 2381


With the end of the Dominion War only a few years ago, population's have been stagnant in the region; an improvement on their negative rates of the war-time period. For the first time since the first years of the war, the populations showed something other than marginal growth. In fact, over the last five years the population increases across the quadrant were in the multi-million figure.

This growth rate has been attributed to many things, including: an end to the deaths related to the war, the return of loved ones home after the years of fighting, and, according to one expert, the 'future effect'.

"In most places, people will not be thinking of having kids when they are concerned that this child will be forced off into some war, however, now that we have once again returned to peace, such people aren't dwelling on that possible outcome."

National Debt Reaches Untold Heights for Many
June 2381


War is expensive, but apparently peace can cost even more. Many nations in the quadrant have found their budgets a bit stretched, with just not enough income to spread to their various projects. What do they do when this happens? Well they just borrow it of course. These attitudes have led many into deep debt, in some cases over four times their total annual GDP.

Many of the powers in question are very secretive of such information, but their debs are so large they can't hide it any more. Among those who have borrowed in excess of their GDP are: The Tholians, who are estimated to have some 15,000,000* in debt to various sources, the Gorn, who have gone around 12,000,000 into debt due to various activities, and the Cardassians who's post-war rebuilding effort has them in the most debt of all with levels to reach 25,000,000* within the next 5 years.

With spending like this from many more powers and we could see the market destabilize.

*Figures are estimates based off bonds purchased by Federation citizens, figures may be off by as much as 5,000,000.

Imperial Senate Takes Charge
December 2381 - Romulus


In the final weeks of the year, the Romulan Imperial Senate takes over from the brief stinted transitional government. The new Praetor has been busy since his election, held up in meetings with the Senate and other advisors to put the Empire back on track after its delayed recovery from the War.

The Federation has also been silent on the issue, the Council's Majority parties all neglected to comment on the issue, and the analysts were all silent, as they watched and waited to see what the response of the Empire would be, and how the relations between the Federation and Romulans would develop.

Breen Civil War?
March 2382 - Breen


Around the beginning of the year, the Federation sensor grids detected large amounts of turbulence from within the Breen Confederacy. Initial speculation was that the Breen were mounting an offensive to come after the Federation or Cardassian Union. However, analysts have since changed their opinion.

"We initially thought it might be a Civil War within the Confederacy; however, our sensor grids haven't gleaned anything related to weapons fire, nor have any refugees been seen near either the Federation or Cardassian Border." One analyst explains, "We believe now that it may be the beginnings of a revolt of some kind."

The Federation and Union will surely continue to monitor the situation closely to glean what ever other information they can from the incident.

Major Tax Cuts in the Federation
January 2383 - Sol


Tax cuts in the Federation have brought the level down to levels not seen since well before the Dominion War. At a time when many others are seeing their debts pile up to insurmountable heights, the fact that the Federation is cutting taxes speaks volumes about the stability of the Federation, and the confidence of Starfleet.

No one in the government cared to comment on the matter.

Another Interstellar Democracy is Born
December 2384 - Gorn


For the last five years, the people of Gorn have worked tirelessly for this moment. After securing aid from the Federation in allowing them to streamline the process, the government began instituting educational and social reforms to slowly shift their government.

In 2383 a major breakthrough put the Gorn well on their way as the first free elections were held, and with those elections the main opposition to the transition from within the government was wiped out.

This last year was the final step in the journey as the Senate disbanded, and the various interest groups within the Gorn Hegemony begin the process of vying for their piece of the pie in the end of the year elections.

Unsurprisingly the former leader of the Gorn Imperial Senate, was elected as the first President of the Gorn Republic with almost 98% of the popular vote.

In the Presidents first Public Address she stated, "I am greatly pleased with how smoothly everything transitioned, it was the will of our people, and our government, and that made it unstoppable. I am greatly honored that Gorn people have decided that they want me to continue to serve as their leader. I would also like to formally thank the Federation for the aid the bestowed to us in our transition. It would not have been as seamless and easy if it weren't for the excellent advice and direction they provided."

Economies Begin to Stabilize

In a surprising turn-around, the huge amounts of debt that many powers found themselves buried in debt have over the last five years made rapid advances in paying down that debt. Indeed the Tholians, the power in greatest trouble financially, are now completely debt free according to some GNN sources. The Cardassians and Gorn are still in some form of debt, however, their situations are much improved and analysts say are no longer capable of unbalancing the quadrant wide economy.

Special Tholian deals

The Tholians emerged as a potential arms dealer of the last five years. Late in 2386 the Ferangi announced that their loan to the Tholian Assembly was being forgiven for an unspecified reason. Shortly after this a small ship was dispatched to Ferangi space. Not long after this a similar vessel with a similar cargo capacity was sent into the Cardassian Union. Federation officials say the vessels weren't that unusual; however, after looking through the records, the vessel observed was much smaller than traditional Tholian freighters and has never been traditionally used in that role. It is still speculation what these shipments are but it is clear that there was some form of interesting technology.

Breen-Romulan Trade spotted


A small Federation detachment was sent north into the area of neutral space for a routine training exercise. What they discovered was a secrete trade route that had been established between the Breen and the Romulan Star Empire despite the Federations best attempts to close the Empire off to outside powers.

The Federation has not of yet made any statement or taken any action to prevent this trade, however many speculate that this trade relationship is not to the licking of the Federations political aims.

Introduction of the Jacorn Alliance

The surprise announcement by the Federation government this year of the discovery of a new sovereign nation in our part of the Galaxy was a true revelation for many within the Federation. Even more was the announcement that this power may be responsible for many of the lost explorers both by Starfleet and other nearby nations for many years. Many in the Federation took a hostile stance to the Jacorn Alliance's actions against the Federation and other sovereign states. A larger majority however wish to see the relationship grow between the Jacorn and the Federation.

The other powers in the region have had little to say about the surprise announcement however it is clear they will be debating the issue intently.

Colonization Off to a Rocky Start
Sol - 2391


With resources fully returning to all peace-time aspects, the ideas of expansion and colonization once again have returned to the Galactic Stage. This was set off by the announcement by the Federation claiming a large swath of space both core-ward and rim-ward of their space. This was followed by other claims from the major powers, including the first public address by the Jacorn Alliance.

This was not without incident, however, as both the Breen and Romulans argued against much of the Federations core-ward claims. The objections were mostly handled in private discussion, of which little is known, however Federation claims around Breen Space decreased significantly, but remained the same around Romulan space.

Also of note was some sort of diplomatic miscommunication that lead to dual claims on the planets the Jacorn intended to colonize. The Federation, upon invitation from the Jacorn Government, attempted to mediate this dispute. The public scene appeared to be very hostile toward the Federation by the Tholian Assembly. It is unclear what occurred in the private negotiations; however, the Tholians did rescind their claim on both systems.

Cardassians and Breen at it Again
Cardassia - 2392


International Politics again saw an escalation in tension between the Cardassian and Breen Empires. The two have been sworn enemies since the end of the Dominion War with both sides looking down at each other. However this last round of banter has seemed to increase tensions in the area. It is still unclear if either have ambitious attitudes toward each other's space, but the current atmosphere is clearly one that will not tolerate much if any reason to break the peace.

Romulan Transition's Again
Romulus - 2393


In a surprise move the Romulan Senate, which only just reformed a decade ago was dissolved with the intention of returning as a full democratic institution. The Government undertook a series of social reforms in the two years prior to the senate's dissolution, programs that will continue to run under the transitional government. It is unclear what the outcome will be or when the first elections will be held.

The most surprising fact is that this action seems to have been taken in direct response to Federation demands. This is after the Praetor seemingly elected for a policy of noncompliance with Federation demands. Hopefully with the re-election/reformation of the Senate the Romulan Government will begin to make some headway in international politics.

Failed Coup in the Tholian Government
Tholia - 2395


Sources indicate that a large revolutionary movement hidden underground for the last 5 to 10 years surfaced early in 2395. The forces capitalized on a lower number of active troops on the home world and the shipping out of large portions of the fleet to guard the Tholians new claims.

Sources indicate the uprising was fueled and lead by many of the Tholians most prominent scholars. The revolutionaries assembled on Tholia and lead an attack at the Assembly Chamber. This was coordinated with other attacks on many other major worlds in an attempt to seize power.

The Assembly was able to act quickly and within three months put down all dissenters. It is unknown what kind of damage this caused to the infrastructure of the Tholian Assembly, but estimates are large in overall loss of funds due to the failed coup.

Jane's Galactic Starship Guide

This is the 2395 edition of our Galactic Starship Guide. This guide has served as the premier source for estimates and analysis of the regions naval forces for many years. This guide will give general estimates of an overview of the force, including a type-by-type breakdown of all known and suspected classes of ship, an assessment of current developments, recent operations, summery of known and suspected procurement programs and an overview of general equipment present.

We will first list off our classifications for Starships:

Battleship: The largest of vessels a navy can and will employ. This category is dominated by ships like the Scimitar and the Dominion Dreadnaught. These ships are generally much larger than the typical Battle Cruiser and exist in far fewer numbers.

Battle Cruiser: The main heavy force of most naval forces. These ships are usually heavily armed and armored and can be quite fast. Their size does usually force a bias toward offensive or defensive action, however, the most capable of this breed are regarded as some of the best ships in the Quadrant.

Cruisers: These ships make up a large part of most naval forces. These ships are usually forced to make much more of a trade off between offensive capability, defensive capability and speed. Because of this cruisers are somewhat being phased out in favor of specialist-ships.

Frigates: Frigates occupy the same general mass range as Destroyers; however, Frigates tend to be better-rounded in tactical abilities and push for speed. They are designed to be the eyes of fleets and operate independently of other units, and be the scouting force of the fleet.

Destroyers: Destroyers are designed 100% of the way for combat. They are heavily armed and will operate in conjunction with other ships during battle. These ships will often hit above their weight.

Specialist Ships- Ships with a roll outside of the traditional naval force structure. These would include dedicated exploratory vessels, advance cloaked observation vessels, command ships and anything else that does not fall into the above categories.

STARFLEET

General Overview: Starfleet has boomed out of the Dominion War era building large numbers of ships averaging around 550 a year. Most of these designs are the newest of Starfleet including the Intrepid, Akira, and Nova Class, as well as a few new ships. Starfleet continues to decommission older designs as its numbers increase and newer more modern ships fill the role of the obsolete models.

Recent Developments and Operations: Starfleet has seriously re-evaluated its defensive priorities since the fiasco it was faced with in the early months of the Dominion War. The majority of Starfleet production seems to be centered on rebuilding the rag-tag defenses it has resorted to in the last ten years.

The science and exploration mission has also been resumed with Starfleet creating an entire division devoted to that side of Starfleet. Approximately 30% of all Starfleet ships are reported to be conducting exploration and scientific missions and this is likely to increase with the introduction of a new exploration starship, the Shi'kar.

Procurement Programs: Starfleet is building anywhere from 550-600 ships a year of various types including: the Sovereign Class, the Baltimore Class, the Sisko Class, the Akira Class, the Nova Class, the Intrepid Class, and the Shi'Kar Class.

Recent R&D ventures have seen the refit of many capital ships such as the Sovereign, Prometheus (now Baltimore) and Defiant (now Sisko) as well as the production of the Shi'Kar.

General Overview: The status of the Romulan Navy is more or less completely unknown at this time. Estimates are based completely upon the fleet data obtained during the Dominion war as most diplomatic ties have been cut since then, including the recent border closing by the Federation government.

It is believed that the Romulan fleet which suffered heavily during the war and again during the coup, is rebuilding ferociously to regain it's position as the 3rd dominant power of the region.

Recent Operations: None Known

Procurement: It is believed that the Romulan fleet will be building large numbers of their new Norexean Class Cruisers seen during the Shinzon coup. Quantities are unknown at this time.

The Breen are believed to continue to build their ships in ever larger numbers to make up for their apparent lack of power.

Procurement: They are believed to continue to produce the Breen Frigate in large numbers to compensate for it's poor performance next to modern front-line ships.

General Overview: The Cardassian Union is known to be heavily investing in its fleet infrastructure, believed to be producing large numbers of Keldons, and the production of another much more modern ship since the end of the Dominion War.

The purchase of large numbers of Starfleet ships have greatly added to the exploration and humanitarian capability of the Cardassian Fleet.

Military Operations: Little is known, it is believed the Fleet has been restructured somewhat since the Senate took over. The majority of the Fleet is believed to be committed to the Breen Border.

Procurement: The Cardassians are believed to be producing Keldons in large numbers in addition to another class that they are believed to have constructed since the end of the war.

General Overview: The Jacorn Navy is another unknown on the Galactic Stage. They only emerged in existence a few short years ago. Details about their culture have been hard to come across as many of the Federations leading scholars are still working and analyzing their culture.

We have learned however that the Alliance is a relatively newly formed entity, and therefore its navy is still in development. However, it is also relatively powerful for it's size, being able to successfully destroy all explorers sent into it's territory, a feat not easy to do with many of Starfleet's newest designs.

Military Operations: It is believed the colonization effort of the Jacorn was accompanied by a strong military detachment after the initial miscommunication between themselves and the Tholian Assembly.

Procurement: They are believed to produce their Shar'la Class in high numbers.

Federation-Cardassian Relations Grow

In a series of friendly exercises the two powers engaged each other and tested their response times to an enemy attack. The exercises are in addition to a joint venture undertaken by the Cardassian and Federation governments to jointly colonize the two worlds that sit directly between the two. The Wargames, which were on and off throughout most of the year, set some of the best ships in both fleets up against each other in a series of live-fire, friendlies.

Both sides faired well, with the Cardassian ships showing remarkable improvement compared to Federation designs, and it seems both sides maintained reserves on the full use of force, both for protection, and to prevent the other side from gaining a true threat assessment of each others military.

Federation Engages in Show-of-Force Exercises

Over the course of the last six months, the Federation's top defense fleets have engaged in two military exercises near some of the more out-spoken anti-Federation powers in the area. No live-fire was seen during these exercises, indicating that that it was indeed just a show-of-force exercise to assess response time to any threat and demonstrate the might of the new Federation Fleet.

The exercises took place along the Romulan, and Tholian borders respectively engaging off and on over the last six months. No word has escaped either of the isolationist powers, but it seems unlikely they will stay silent for long.

When asked, Vice Admiral Tur'Lan had this to say on the matter, "Starfleet has engaged in several of these exercises since the end of the War. It has become a routine part of the new Starfleet Operational code to remain on alert for any threat against the Federation. These exercises can be expected to continue, and increase in frequency as we move forward."

Breen Declare War on Cardassia!

In a surprise move the Breen Fleet made a fast strike at the three border worlds of 43,44, and Lissipia on the 18th. The Lissipian defenses quickly fell to an overwhelming Breen attack, with the official loss of the system on the 19th. The fleet quickly did away with all surface emplacements striking at all military installations from orbit. 43 also fell although it has not been officially declared lost. Breen forces suffered much more at this battle. The fleet was able to destroy the orbital defenses and shipyard in orbit; however, the beating it took during the battle left it too weak to dismantle the shield over the planet.

In a fit of supreme tactical ability, the Commander of the task Force stationed at 44 was able to successfully defeat a Breen force twice again as large as his own. It is believed Casualties were severe on the Cardassian side, however they were able to maintain control of the system.

Breen Withdraw - Suffer Heavy Losses

The Breen Forces apparently deserted their new conquest with the introduction of the Federation into the Campaign. Federation and Cardassian fleets closed on the area of Cardassian space to find the position abandoned by the Breen fleet. Speculation of where the Ship had gone did not last long.

Within hours the 5th Cardassian Order transmitted a contact with a large Breen Fleet, which they then engaged. Reports are sketchy but it appears the Cardassians effectively used some form of stealth device, possibly a cloak, to surround and obliterate the Breen Fleet. Estimated losses are around ninety ships for the Cardassians and well over 500 for the Breen.

With the destruction of a large portion of the Breen offensive it is unclear what kind of resistance they can continue to offer the Federation-Cardassian Fleet.

Breen Defeated over Homeworld

With the Breen's refusal to even consider surrendering to the Federation-Cardassian Fleet. The two powers launched a final assault at the Breen's Homeworld source of the Breen Shipyard and last remnants of the Breen Fleet. In a stunning show of ferocity the Breen Fleet fought with renewed vigour and was able to successfully destroy the Cardassian 5th Order. Ultimately however the battle was a futile one for the Breen with Federation Ships destroying the last remnants of their navy.

With the battle finished, the two Fleets split to finish the job of dismantling any source of further Breen aggression, before falling back with the rest of their respective fleets to await further diplomatic action.

Breen-Cardassian War

In a short but violent three month affair, the Breen attacked the Cardassian Union successfully taking two worlds while a third remained well defended. The Breen never occupied either world with the Federation joining the war days after the attack, and the liberation of both planets coming within a week of their capture.

The offensive by the Cardassian-Federation front was quick and decisive with the Cardassian's surging across the border and taking out the Breen attack Fleet while suffering minimal losses themselves. The final stand of the Breen took place over their homeworld where the remainder of their navy was obliterated by a combined Federation-Cardassian assault. The following weeks saw the destruction of every Starbase owned by the Breen confederacy as well as their sole shipyard.

The War while at a virtual end is still ongoing as the Breen worlds have refused to surrender to the Union in an attempt to force them to fight them on the ground. The Cardassians have so far refused to engage in ground assaults, although it is unclear how long they will be able to resist their populations overwhelming desire to destroy the Breen.

Cardassian Government attempts to appease Citizens

In a formal address to the Union the government expressed its intention to not engage in ground warfare and instead to try and motivate the Confederacy worlds to elect to join the Union. The Cardassian Government sited large loss of life and the large amount of money it would take to field and use a force necessary to take an entire planet.

Initial reports indicate that the Prime Gul's announcement swayed a small portion of the Union, however, a large portion still wishes to see the Breen slaughtered for what they've done.

Chancellor Co'Dan Looses Challenge

The former Chancellor Co'Dan was faced with a challenger for the position of Chancellor of the Klingon High Council, effectively the ruler of the Empire. His Challenger R'Liant, had gained much support from those on the Council and many of the Great Houses after a large segment of them became displeased with the former Chancellor.

As per Klingon tradition Co'Dan and R'Liant engaged in combat to determine who would be Chancellor, and R'Liant quickly proved his combat ability by disemboweling the former Chancellor.

R'Liant will now take over the Empire, and time will tell where it will go.

Jacorn Election Year

For the first time, the Jacorn Government opened up their election process to outside powers inviting the Federation analysts to see their process. As a standing democracy the event was only slightly different for the people of the Alliance.

What was different is a fundamental shift in party alliances. For the first time since the founding of the Jacorn the Alliance Party is in the minority with the Republic Party taking the lead. The new president was selected from the Republic Party, and quickly selected his majority coalition which will be composed of the Republic Party, Expansionist Party, and Industrialist Party.

This represents a dramatic shift from the coalition that started out the last election cycle composed primarily of the Alliance, and Isolationist party. It is also quite different that the coalition that was just voted out: the Alliance, Federalist, and Greene Party.

Fall of the Gorn Democracy

Late in the year a large coup formed within the Gorn Hegemony with a large segment of Imperialists leading the charge. They had gained a large portion of the fleet and led an attack against the forces loyal to the Democratic regime. Details are sketchy; however, it appears that the former President was assassinated as were other prominent members of the Democratic leadership, while the two fleets fought throughout Gorn space, those planets that were isolated by the Imperialist faction were either forced to submit to their control, or were exterminated. Exact casualties are unknown, however their expected to be in the millions.

Right about the time the coup was finished, and the Imperialist Gorn had been returned to power, they capitulated and turned over the Gorn to the Tholian Assembly. Analysts suspect that the losses incurred during the coup were significant and the leadership decided to take a Tholian offer for seats on the Assembly rather than loose power all together should the Tholians attack in their weakened state.

This absorption of the former Gorn state by the Tholians marks a significant increase in their Economic situation.

Emergence of the Tholian Empire

In the aftermath of the absorption of the Gorn state the Tholian government was rearranged to make room for the Gorn Imperialist leaders and the government released it's new designation as the Tholian Empire.

The surprising absorption and subsequent rechristening of the Tholian Government has put many of the nearby powers on alert, foremost among them is the Jacorn Alliance whose proximity and similar size put them at the forefront of any future Tholian aggression.

Cardassian Ambassadors Killed

In the ongoing process to win the hearts and minds of the Breen people the Cardassian Union sent several Ambassadors to the Breen worlds. Additionally the Cardassians have been pumping large amounts of capital into Breen worlds in an effort to ease the suffering of the war and actively campaign to get the worlds to join the Union.

Thus far their efforts have been virtually ineffective. This was hammered home when, within hours of each other, the Cardassian Ambassadors were killed along with their personal guards and entourage. A set of suicide bombings were carried out on the planets visited that resulted in the deaths of the Cardassian envoys and approximately 300 Breen citizens. The Breen world governments have not supported the attacks, but they have not condemned them either.

With the Cardassian Population still clamoring to continue the war on the ground it is unclear what the Union's next move will be.

Khitomer Arms Deal settled.

After a few months of negotiations it appears the Federation has sold torpedo technology to the Klingon Empire with a multi-million credit price tag. Exact details are sketchy as the matter was considered a valuable defensive security issue, but it appears that the spirit of the Khitomer Accords allowed the Klingons to gain some rather valuable weapons technology from their Federation allies

Rumors of Attacks reach the Federation

Over the course of the last year rumors of unprovoked attacks against civilian freighters by the Cardassian Union have reached the Breen worlds under Federation Protection. These rumors are propagated by the supposed escaped crew from these freighters.

Neither the Cardassian Union nor the United Federation of Planets have spoken on the issue, but this incident has caused a great deal of anger within the Federation Protectorate and likely outside it as well as the Breen do not wait for confirmation of these rumors, but simply use it to fuel their blind hate.

Romulan President Assassinated

After years of government upheaval from Senate to Transition, from Transition to Senate, from Senate back into Transition, and Transition to Democracy the Romulan Government has again found itself shifted in taste.

The Elected President of the Confederation was assassinated by members of the Imperial Party who, with the help of the military reinstituted the Imperial Senate. At its head the newly elected Praetor is none other than the former military commander and recent second-place finisher in the Romulan elections, but Donatra. This has been received well by those in the Federation as previous relations with Donatra outside of the Political Stage have been encouraging.

The Romulan people reacted to the recent change with mild amusement as many of them have become callused to the rapid and unpredictable government changes that have plagued the last regime.

Starfleet Engages in Open Intelligence Gathering

Starfleet dispatched several of its newest Nebula variants to what it deemed as "trouble spots." There these new variants demonstrated their new abilities using active scans to penetrate deep inside national borders of many powers. The purpose of the operation was classified, so it is unclear if or what the Federation was looking for.

There has not yet been word from these other powers after the scans.

Hyllus Confederation Discovered

In a stunning turn of events another interstellar power has been discovered, this time on the far side of the Klingon and Romulan Empires. Reports came in from a Klingon ships that was patrolling near the colonies that warp signatures were detected coming from far off into the Beta Quadrant, while investigating it made contact with a ship from what is now known as the Hyllus Confederation.

Following the encounter the Confederation has released public greetings to all powers.

Ferangi Crews Go Missing

Several Ferangi Crews have gone missing after making a stop in Kelrahbi. The port is known to be very busy and not always with the most honorable of traders. The crews made stops there and left the port within hours of each other. The ships were reported at the enroute through the center of Cardassian space, but never made it to their rendez-vous in Ferangi space. The Cardassian Union has launched a full investigation into the matter and have already apprehended several dock managers that are known smugglers to gather information.

Breen Terrorists Strike again

Early in July a Breen Freighter on its way back to the Federation-Protected Breen Space was stopped by Cardassian patrols to conduct an inspection, according to officials from the Cardassian government. The vessel refused and went to warp in an attempt to elude the vessels. After repeatedly trying to stop the vessel, it was destroyed kilometers from the Protectorate border.

The Cardassian Government released a report the following month indicating that the debris of many of the cargo containers was laced with trilithium. Reports indicate the vessel would have been carrying enough of the dangerous substance to wipe out every star of every major world in the Union.

The Union has publicly denounced the attacks as being by a Breen Insurgency, a claim the Breen World Governments have yet to confirm or deny.

If that wasn't enough for one year, in late November a freighter near the system of 304 sent out a distress call. Several Cardassian ships, older Federation designs, responded to the distress call along with two Federation Intrepid Class ships dispatched from the sensor group in neutral territory on the far side of former Breen space. The Intrepid Class vessels being much faster than the older Federation variants reached the vessel first. As it was nearing short range sensor range the Freighter sent a signal, "Remember the Breen!" Following this it's warp core detonated; however, it did so before the Intrepids were close enough to be damaged by the blast.

The Breen Worlds remain silent on the issue.

25th Anniversary of the End of the Dominion War

A moment of silence was observed by the Federation, Cardassian Union, Klingon Empire and presumably the Romulan Empire this year on the 25th anniversary of the official surrender of the Dominion to Allied forces.

There were many festivities through the year including veteran parades in the Federation, the dedication of a memorial to the 2 million civilians killed by the Dominion in the Union, and a series of ritual war exercises to remember the honored dead in the Empire.

The events were finished with the Union, Federation, and Empires simultaneously respecting a two minute moment of silence, to reflect the two year long war.

Romulans Return to Isolation

In what has been a surprise announcement the new Praetor of the Romulan Star Empire has announced that he will be withdrawing in international affairs and seemingly returning to a policy of the early 2300's.

It is unclear what the Romulan's hope to accomplish by this move, and what they will be planning while in isolation.

Breen Terrorists Strike Again

Following the attacks of last year and the refusal of the Breen Governments to denounce the attacks as being perpetrated by extremists, several more attacks were observed this year. The first took place in early March with a freighter attempting to ram the new Cardassian colony on 307. Fortunately a Cardassian patrol craft was able to get off a shot to disable the craft. The ships inertia carried it into the atmosphere where the damage to the engines compromised its structural integrity causing the ship to break up and burn up.

Following this attack two more were almost successful in reaching the surface of 42 and 43, but they too were stopped. Finally two ships were destroyed approaching the Cardassia Prime System without authorization.

The Cardassian Government has continued to denounce these attacks by, what they're calling, the Breen Insurgency. True to their word, the Breen have not responded to the Cardassians, nor to anyone else on public channels.

Federation Election Year

The Federation's election cycle once again brought the madness of campaigning and garnishing votes. The results have begun to return to pre-war normalcy as people move into more divided regional parties instead of grouping together under the one dominant party. Overall the election saw the largest decrease in the Federal Party since before the war. The newly formed Democratic Party also lost seats, and infact most established parties lost seats in some quantity. To take the excess two new parties emerged on the Scene the Antimperial Party and the Spoon Party. These parties are concentrated in the core of the Federation with watchful eyes on the borders.

The Federal Party re-elected the President to stay in office and he selected a coalition consisting of his own party, the Industrialists, the Democratic Party and the Antimperial Party.
