This is the OOC database of all the various treaties in the SIM. Any Treaty that pertains to you're specific power should be able to be found here. This is not an IC thread so these treaties can't be quoted on by your character if your species isn't involved/doesn't know about the Treaty.

Federation-Turei Mutual Defense Treaty

The Federation and Turei Assembly aggree to defend eachothers sovereignty if infringed upon by another soverign power within their Alpha/Beta Quadrant Domains. This treaty does become null and void in the event of aggression or other illegal provocation by one member of our party that leads to retribution.

Turei Agreements

This post shall document any and all public agreements between the Turei Assembly and any further forces.

Non-Aggression pacts

The Turei Assembly has agreed non-aggression packs with the following interplanetary powers for the purposes of maintaining neutrality.

The Cardassian Union
The Breen Confederacy
The Klingon Empire
The United Federation of Planets
The Romulan Star Empire



We will begin negotiations with for further non-aggression treaties when we are able. If any treaties have been neglected due to lost documents, then feel free to remind the Turei Assembly office of these errors.

Terms of the Accords are as follows. No member may strike at another member. No member may build arms along or direct arms towards another member's border. If one member is attacked, any other member in the Accords must support their allies to the best of their abilities without risking the safety of their own worlds. Anyone wishing to join the Accords must have approval from ALL of the current members.

General Treaty on Trade Rights and Rights in Neutral Space


In order to further galactic peace, better our understandings and expectations of one another as sovereign powers, ensure the orderly conduct of business and establish formal procedures to that end the various parties enter into the following agreement.


Article 1- Definitions

Neutral Space- is defined as all space outside of the known and internationally accepted borders as delineated in the latest international edition of the regional star charts provided to all powers by the International Mapping Agency.

Territorial Space- is defined as all space inside of the known and internationally accepted borders as delineated in the latest international edition of the regional star charts provided to all powers by the International Mapping Agency subject to the approval of a super-majority (2/3rds) of the signers of this treaty.

Disputed Space- is defined as space newly acquired or publicly disputed between two or more powers that has not been duly accredited as Territorial Space by a super-majority of the signers of this document OR by the establishment of ownership by fact and condition for the power claiming it.

Civilian Flagged Ship- a ship properly identified by visual insignia and the transmission of a proper ID code upon query to be a member of a nation but not a member of that nations military.

Military Flagged Ship- a ship properly identified by visual insignia and the transmission of a proper ID code upon query to be a member of a nations military.

Article 2- Agreements

The signing powers do herby agree to the following provisions.

Provision 1- When traveling in neutral space properly flagged ships, of both the civilian and military variety shall not be subject to attack, search, seizure, undue retention or any other such hostile action without prior notice being registered with this body in the form of a Declaration of Legal Blockade or a Letter of Marque giving due notice of the intended action.

Provision 2- When traveling in territorial space in accordance with arranged transit routes Civilian Flagged ships will be granted the same protection as they are granted in Provision 1 of Article 2.

Provision 3- No Blockade shall be considered legal and binding on neutral parties unless that blockade is effective and enforced by the power declaring it and unless such blockade has been openly declared to the signatories of this treaty.

Provision 4- Letters of Marque may be issued against the trading vessels of a specific nation by any sovereign power to grant legal and sovereign authority to impound Civilian Flagged Ships in neutral space of a specific power who must be named in the letter. The letter must be openly declared to the signatories of this treaty.

Provision 5- So long as Civilian Flagged Ships are unarmed they are not to be subject to attack so long as they submit to a lawful boarding supported by a Letter of Marque or a Declaration of Legal Blockade.

Provision 6- If Civilian or Military Flagged ships unknowingly transit into disputed space they may be escorted out of that space by either claiming party. Once that region's status as disputed space has been acknowledge by a majority of the signatories of this treaty ships flagged to powers not involved in the dispute are to avoid the area and enter it only at their own peril.

Provision 7- No powers territorial space borders may be altered from the most recently accepted version of the star chart of the International Mapping Agency (which the founding members approve by their signature to this document) without the express consent of the sovereign government which is having its border adjusted.

Article 3- Procedures

Declaring a Legal Blockade- A blockade may be declared referencing specific planets or an entire sovereign power. In either event the blockade must be effective and enforced to be binding on neutral powers. To be considered binding and legal a blockade must be enforced entirely within neutral space, the territorial space of the declaring power or the territorial space of the power against which a blockade has been declared.

Issuing a Letter of Marque- A Letter of Marque may be issued against specific targets for a specific period of time authorizing and making others aware of the authorization of a nations desire to take actions that would otherwise be prohibited by this treaty against Civilian or Military Flagged Ships in neutral space.

Annexation of Territorial Space by Treaty- In the event one-power grants authority and title over a region of its territorial space to another power the signatories of this treaty will not unduly delay the acceptance of such changes as established fact. Star charts used for the purposes of this treaty will be promptly amended and a vote will be called for their acceptance.

Annexation of Neutral Space by Treaty- In the event a power wishes to annex a portion of neutral space through and have it recognized by this treaty organization they will submit their claim and reasoning for to the signatories and in the event a super-majority can be mustered that territory will be duly reclassified on the star charts.

Annexation of Neutral or Territorial Space by Fact- For the purposes of minimizing incidences from which further conflict may emerge it may from time to time be necessary for the signatories to recognize that ownership of an area of space has occurred by fact but not through a treaty process or through the approval of the signatories of this treaty. Ownership by fact can be agreed to have occurred when the space in question has been duly marked and stated by the owning power, proper navigation systems have been put in place notifying others of the border and the planets contained within that area of space are under the defacto if not legal control of the power claiming the space. Annexation by Fact allows for ships to be given due caution and for the rules of this treaty to be observed as if that territory were territorial space without the signatories of the treaty agreeing that it is in fact legally held territory. This is intended to allow for the smooth transit of goods and trade during times of crisis.

Article 4- Ratification

This treaty is submitted to the governments of the Gorn Hegemony, Teuri Assembly and Ferengi-Kazon Imperium for their signatures. Upon the signatures of those three parties the treaty shall be opened for signature by any other parties who wish provided a majority of the current signers agree to their inclusion.

Article 5- Amendments

This treaty shall be amended only upon the mustering of a 3/4ths majority to do so.

It shall then be sent to the various powers for ratification. In the event that a power cannot or will not ratify the new document they shall retain the option to continue to abide by the last version of this treaty they did accept unless such status is specifically forbidden in the amendment.

Interstellar Security Alliance

The Parties of this Treaty sign with their faith in the principles of Peace and with a desire to preserve justice with all peoples and governments. They are determined to safeguard the freedom, sovereignty, and civilization of all peoples and to promote stability in the Quadrant. Therefore they agree to this Treaty:

Article 1

Section1
The contracting parties agree to this treaty as the primary document describing the relations between themselves. To this end they will contribute to the stability and friendly relations of the region by strengthening their institutions and by seeking to eliminate economic conflict. The parties will encourage economic collaboration between any or all of them.

Section2
The contracting parties will, in order to more effectively achieve the objectives of this Treaty, separately and jointly maintain and develop their individual and collective capacity to resist armed attack. Intelligence gleaned on current or prospective opposing forces shall be disclosed to the other contracting parties so that they may better use this information to develop their defenses.

Article 2

Section 1
The contracting parties recognize that this treaty binds all parties in a pledge of Mutual Defense. They will hereby interpret an attack on any one of them as an attack against themselves and come to the immediate aid of the attacked party.

Section 2
The contracting parties, in the bonds of mutual defense, pledge not to make peace with an attacking party once war has been commenced separate from the other contracting parties, and to speak with one unified voice during times of crisis and in general times of war.

Section 3
At no point in time will any of the contracting parties find themselves on opposite sides of a conflict. Any conflict that arises between any two parties should be mediated out on the Political Council.

Section 4
The Contracting Parties agree that all intelligence and technology shared during the processes of the alliance will not be given, sold, or divulged to other powers during or after that alliances membership.

Article 3

Section1
An armed attack capable of invoking the mutual defense clause will be defined, but is not limited to what follows:

- An attack on a planet, system or any infrastructure of a power that resides fully within its territory, in neutral space within 25 LY's of a power's recognized border, or a facility owned by a contracting party within another contracting party's territory for the purpose of mutual defense.

- An attack on any ship, military or civilian, within its territory, in neutral space within 25 LY's of a power's recognized border or a facility owned by a contracting party within another contracting party's territory for the purpose of mutual defense.

- An armed attempt to block the free passage of any ships, military or civilian, from transiting freely to and from neutral space around a contracting party's border in an act commonly referred to as a blockade

After 2/3rds of the Political Council agree that one of the conditions for an armed attack has occurred the mutual defense clause may be invoked.

Article 4

Section 1
Each contracting party states that it is legally permitted to enter into this treaty as it is involved in no other international engagements that force a conflict with its commitment to this treaty. The contracting parties agree that, in the event of a current or future treaty that conflicts with this one, this treaty is the supreme treaty, and has a superior position over any other obligations. The contracting parties agree to make any conflicting treaty known both to the other contracting parties, and to any third party whom would be affected by this provision.

Article 5

Section 1
The contracting parties agree that immediately upon the ratification of this treaty, the following two groups will be formed, and stationed on Earth until such a time as a permanent location is agreed upon.

Section 2
The Political Council: Each contracting party shall appoint one representative to sit on the Political Council. The Council shall be responsible for coordinating the diplomatic communications by the signing parties both during times of crisis and when necessary during times of peace. The council shall also be tasked with coordinating the joint efforts to fulfill Article 1 of this treaty.

Section 3
The Security Council: Each contracting party shall appoint one representative to sit on the Security Council which shall hold the responsibility for coordinating the military and peacekeeping activities undertaken by this alliance. This council shall appoint one Supreme Alliance Commander (SAC) who shall have the responsibility of coordinating the overall military defense objectives of the alliance, and commanding over as many Regional Commanders (RC) as are believed to be necessary and proper to fulfill the objectives of this Alliance.

Article 6

Section 1
This treaty shall be considered in force as soon as each contracting party deposits a signed copy with the government of the United Federation of Planets. The UFP will notify all contracting parties of the receipt of the documents and when the treaty goes into force. After the treaty becomes effective the documents shall be housed with the political Council.

Section 2
Once the treaty is in force all notifications of entry and exit shall be deposited with the Political Council from which each nations representative can inform their parent government.

Article 7

Section 1
The contracting parties agree to the following procedure for the addition of new parties to the treaty. The new party shall be offered invitation only after unanimous approval of the Political Council. After the invitation has been extended the party will have one (1) year to return a signed copy of the treaty to the Government of the UFP who will, upon receiving the copy, notify the other contracting parties of the addition.

Article 8

Section 1
Alteration of the Treaty shall be achieved in a clause-by-clause basis. Alteration may be made with unanimous agreement by the Political Council. The new treaty must then be ratified by 2/3rds of the contracting governments for the alteration to take effect.

Article 9

Section 1
In the event of a war this alliance will officially speak with one voice, that of the Political Council. Any peace treaties shall be put before the Political Council and will require unanimous agreement by the Council before they are ratified. The contracting parties agree to accept any peace treaties the Political Council ratifies in acceptance with Article 2 of this Treaty.

Article 10

Section 1
The contracting parties agree to the following military structure under which SAC and the various RC will operate through the Security Council.

Section 2
Authority to Designate SAC and RC: This authority is vested with the Security Council and can be decided by a 2/3rds majority vote in the case of appointing the SAC. RC's are appointed by the Security Council with a simple majority vote.

Section 3
Authority to Assign Force to Security Council Command: The National Command authorities and their respective military commanders remain the sole arbiters of their employment and may assign or transfer military forces to Security Council control at their discretion though they are encouraged to provide sufficient forces during times of crisis. The Security Council, SAC and RC are tasked to make plans necessary to the defense of the various nations in the alliance and to submit request for forces to National Command Authorities.

Section 4
Authority to Distribute Assigned Forces- Authority to distribute assigned forces rest exclusively with the office of SAC, who shall be the senior military commander of the alliance and will handle strategic deployments of alliance forces.

Section 5
Authority to Exercise Tactical and Operational Command- Authority to exercise command of forces in the field is vested with the various RC offices to be designated by the Security Council. Once forces are assigned to a regional command their employment is at that officer's discretion, though they must report their plans to SAC who will relay them to the Security Council.

Article 11

Section 1
Powers may exit this treaty at any time by providing three years notice for the first 10 years the treaty is in force, 2 years notice for the next 10 years the treaty is in force and 1 year notice at any point after that.

Treaty of Cardassia

The Taiidan Directorate and the Cardassian Union agree to the following peace terms.

Immediate Provisions

1. All hostilities will cease immediately.

2. The Cardassian Union will ask all Allied forces to leave its space forthwith and will comply with their terms to turn over their executive for trial as part of the pursuit of a general cease-fire aimed at ending the war in the short term.

3. The Taiidan Directorate will remove all warships from Cardassian space immediately.

4. The Taiidan Directorate will oversee the dismantling of the Cardassian Union dreadnought weapon system.

Treaty of Dorzan

The Treaty of Dorzan is signed in good faith to create lasting peace between the Taiidan Directorate (Taiidan) and the Grand Alliance Powers of the United Federation of Planets, the Imperium of Martok, the Breen Confederacy, the Turei High Republic, and the Gorn Hegemony (Allies). To that end both sides do agree by signature to the following terms and conditions:

Article 1

Section 1
No territorial concessions will be made to or from the Taiidan on behalf of the Allies.

Section 2
The Allies will recognize the Taiidan State on the following worlds: 365, 366 and 367, with room for future expansion. Pending negotiations between the Taiidan and the remaining Ferengi, Taiidan sovereignty will also be recognized on systems 181 and 189.

Section 3
The remainder of the FKI worlds, now rendered un-inhabitable, will be granted sovereignty to the Taiidan.

Section 4
Reasonable aid requested by the Taiidan Directorate in reconstructing their state will be offered by the Allies once the conditions of Article 2 have been met.

Article 2

The Taiidan Fleet will reduce arms without compromising its ability to defend itself. The remaining active fleet will be composed of 50 Battle Cruisers, 250 Cruisers, and 1,000 Destroyers.

Section 2
The remainder of Taiidan ships will be placed in mothballs at system 182 where Federation sensors will be able to observe their status.

Article 3

Section 1
The commander of the Taiidan fleet responsible for the bombardment of Orias will turn him or herself over to Allied custody and be tried as a war criminal. If found guilty, the sentence will be passed with the laws of the victim states in mind and carried out jointly by the allies.

Section 2
All issues pertaining to the conduct of the Cardassian Union during the war will be jointly administered by the Allies and the Taiidan Directorate.

Section 3
The Allies will be granted access to observe the dismantling of the Cardassian Dreadnaught Program, called for in the Cardassian-Taiidan peace treaty.

Article 4

Section 1
The Taiidan Directorate will pay damages to the Imperium of Martok for the destruction of a majority of their infrastructure. The sum total of this will be 40 million credits.

Section 2
The Taiidan will pay at least 2 million credits a year to the Imperium, or a 1% interest rate will be charged to the Taiidan which they will have to repay in addition to the already owed debt.

Article 5

Having read these conditions and accepting them the Signature of our State’s Representative hereby bind us by its terms and conditions.
