The Federation is formally sending notice to all nearby powers and to the Taiiden Government themselves that we are currently receiving sensor data that indicates the Taiiden are activating the ships mothballed as per terms of the treaty. We wouldn't wish at this time to accuse the Taiiden of violation of keeping these ships in mothballs; however we would like some form of explanation as for what is occurring. We will be maintaining active sensor surveillance of the area.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

How would we be in violation of the treaty?
Article 2

The Taiidan Fleet will reduce arms without compromising its ability to defend itself. The remaining active fleet will be composed of 50 Battle Cruisers, 250 Cruisers, and 1,000 Destroyers.

Section 2
The remainder of Taiidan ships will be placed in mothballs at system 182 where Federation sensors will be able to observe their status.
The treaty includes no stipulations as to how long our fleet would remain reduced, how long the ships that were mothballed were to remain so, nor any provisions as to any other power having the authority to authorize their return to service or under what circumstances. The only thing the treaty mandates is that our fleet was reduced and the surplus of ships would be placed in mothballs. Your own sensor logs show that both requirements of the treaty were met. Article 2 was fully satisfied and the Directorate remains in full compliance with the treaty.

In the future I suggest you read the treaties you sign. It will prevent you from making unfounded accusations of a signatory violating them if you actually know what they say.

The lack of expiration date would bring us to the conclusion that it is indefinite or until the treaty has been annulled.

If that was the intention then it should have been actually stated within the treaty. You do not infer, assume, or suppose in a treaty between nations. The requirement was that the fleet be reduced and the excess placed in mothballs. Nothing else is required by the treaty as it was written. Since the fleet was reduced to the level called out in treaty and the excess ships were mothballed as the Federation can confirm Article 2, as it was written has been fully complied with.

The matter is simple enough, with the Tiidan are withdrawing from the treaty then they must wish to resume the war.

Would you care to explain your ridiculous statement? How are we withdrawing from the treaty when we remain fully in compliance with Article 2?

You are not in compliance with Article 2, section 1.

Any more than those numbers active, and you are in violation. No time limit was specified because none exists. It is indefinite.

Indeed the Breen are correct. The statement is a directed to ACTIVE ships, anything above those numbers is a violation of the treaty.

Very well. The Confederacy has little time or patience for feigned ignorance and legal loophole political maneuvering. We strongly recommend that you keep your fleet within your borders, because there will be no second treaty offered by the Breen Confederacy.

The Imperium agrees with the Breen government. As the Tiidan are withdrawing from the treaty, we see no reason why we should support another in the future. Since the Tiidan are eager for another war we should see to it that it is the last one.

We are reactivating our mothballed fleet, have we ever denied this? We remain in compliance with the treaty as it was written. No amount of wishful thinking on your part will add in stipulations you neglected to include in it to begin with.

The only ignorance in evidence is your own in writing a treaty that achieves your aims. You neglected to include any stipulations upon how long our fleet was to remain at a reduced level and no amount of blustering on your part will change that. The only legal maneuvering is your attempts to impose new restrictions to an existing treaty. In the future I suggest that you take more than five minutes jotting some ideas down on the back of a cocktail napkin.

As for your demand that our fleet remain within our borders, the only entity threatening violence so far are your allies the Klingons. We have made no threats at all and we have begun to reactivate our fleet in full view of the Federation. We are hardly belligerent.

The Directorate is not withdrawing from the treaty. At no point have we stated such a thing. We remain in full compliance with the treaty. If the Klingon Empire wishes to withdraw from the treaty they may do so but you have no legal authority to declare what we are doing. If you are withdrawing from the treaty please confirm it so that we may redirect our first remuneration payment to other, more useful purposes.
