not necessairily, using that reference it'd be like wearing the star in Russia or South France.

The outer rim planets weren't part of the Empire, where there may have been some presence and pressure from the empire they didn't have any strong foothold there AFAIK

Most everything we have points that the Jedi wanted a low profile and dressed in such a way that they wouldn't stand out to much. Fits in with their jobs and even more so when they went into hiding.

making a leap from the "validity of Terrorist tactics" thread...does this mean Jedi are terrorists?

I was simply wondering b/c according to seafort the difference between a soldior and a terrorist is having identifying marks and carrying your weapon in the open. The Jedi warriros do neither which by his definition would make them criminals/terrorists.

I think Seafort's points on the Geneva Conventions indicate that not having identifying marks or carrying a weapon openly make you either a non-combatant, or criminally combatant under those conventions. Terrorism is typified by the use of attacks on civilian targets to further a political aim.

One thing I've always thought. Isn't the standard Jedi uniform (robes) terribly impractical for combat and field use? The get caught on everything, they hamper movement, and an ememy COULD use them against you. I wonder if George thought the Force could overcome every possible difficulty all at once. Anakin had the most practical outfit of all with that black suit.

I don't think so. There is debate about whether what they wear is, in fact, a uniform - there are certain distinctive similarities, at least by the PT. In addition, they always seem to arrive (at least while the Order was intact) either announcing themselves or at the head of an army.
