Remember the UFP doesn't own the Wormhole anymore then the US owns the English Channel. It belongs to the Profits who are in the Bajoran system on what is supposed to be a free trade rout open to anyone. Throwing mines along that route forced the Dominion to attack. There just wasn't a choice.

The UFP was expanding into the GQ, which happen to be something the Dominion told them NOT TO DO. The UFP of course went the "We're the good guys so we can do anything" plan. The Dominion got pissed and wiped out the UFP holdings as a warning.
