Deck 15 is the bottom of the ship.

I believe the mess was on either deck 2 or 3. Pretty sure it was at the top of the ship.

But I doubt the writers followed any pattern with them.

Even if they did saying the holodeck is on deck 7 means little unless you tie it dow a bit more. Deck 7 runs the whole lengh of the ship.

I think that sickbay is on deck 7.

I don't believe any specific layout was ever created. The writers just did it as they went along with it.
