Given that they haven't been able to upgrade their tech much over the TNG era, rather falling further behind the best of the Fed, Klingons, etc, the payoff of the Galor refits would not have been as worthwhile as similar examples have been for the Feds. Their technological stagnation would have forced them to economize even more.

The few Keldons they have are enough big ships to be able to challenge the really big ships of the allies. They really dont need heaps of them. And if they did they might be able to upgrade Galors rather quickly.

I always saw the Galor as a quick yet dependable fix to maximize the use of the available resources. One of the only decently designed warships, powerful and utilitarian, and good at its job, plus it had decent enough numbers.
