The reason that the rule books and codex are held so high is that it gives a basic view of the 40k universe. With over a billion known worlds you can't cover all of them in novels and whitedwarf. The 40k universe is run by fluff style cannon. It just has to be close to cannon and can be treated as true.

Not just like that - the 40k novels are all published by the specific Warhammer/WH40k publishing house - the Black Library by Nottingham Press. All the backstory info is provided by GW, and I'm sure the books are thoroughly checked before general release. GW is a bit nutty about anybody writing fanfic, are doing anything at all with their intellectual property.

Reliant, only novels published by Black Library (GW's publishing branch) are considered canon. I should have made that clearer.
