They know that they cant expand. as of the Reman incident, the empire was left chaotic and weak. the Titan books tell of it all. Tal'Aura barely controlled the empire.

I like it, Reliant. Looks like what the RSE should have had to complement the whole two designs of the era.

Welllll...basically the empire is in chaos, civil war is only stopped by a very uneasy pact between the many factions. they can barely hope to keep the current borders let alone expand.

Basically, it left the Romulan empire without a leader. Its like decapitating a huge monster. The many factions that wanted the Praetorship were all vying and opposing Praetor Tal'Aura and USS Titan was caught in the middle. In fact, the major Romulan opposition party to Tal'Aura collected a fleet of obsolete warbirds and made an assault on Romulus it was that bad.
