Would you consider that the Borg Queen in Season 2 is a different person from the one in Star Trek First Contact and Voyager?

Yeah. She's been conquered and captured, with no more Hive or drones.

Alternate timeline/reality. So yes. Technically she is.
So in the Prime timeline (give or take considering with Picard), there is still a Borg Queen doing her thing versus the Alternate Timeline Borg Queen 2.0 now wearing a fashionable cape helmet getup.
We can assume that the Borg Queen is subject to improvements the more technology improves so her look in Picard reflects this as opposed to her look in VOY Endgame.
