They were warp capable, they just used fusion reactors rather than M/AM reactors for power. It doesn't make sense any other way.

To be fair, I hate the Original series more than I hate Voyager. So...I avoid it.

Scotty stated that "their power is simple impulse", which has frequently been misinterpreted as referring to the ship's means of propulsion as well. Given that the Neutral Zone is 2.5 ly wide, this is nonsense.

I told you guys about that fan fic I read last year as a different means of explination right? Some sort of a warp speed BOP "carrier" dropped it off in system.

The big E had to take IT down, as well as the other BOPs it was carrying

It doesn't need to be explained that way. Scotty's comment referred to power generation, not method of propulsion.

*EDIT* Now that I'm thinking of it, they obviously used plasma, the way "normal" warp drives do - that was the reactant in the torpedoes they used.

If the Romulan BoP was limited to impulse speed, that whole engagement would have been a walkover for the Enterprise. They'd basically have been dealing with a stationary target, after all.

I think that BoP was an under rated ship. She gave an damed good accounting of herself against the most powerful ship in the quadrant

I shall admit defeat, and concede on that point then.
