Most of the stories involving them are very boring Ultramarines Omnibus I'm looking at you. But if the plot is well handled ala the Cain novels or the first short story in The Last Chancers, they can be exciting. They work best if it's Genestealer infestation rather than OMG! And yes, CS Goto is pretty crap. Avoid his Dawn of War books like the fracking plague.
I wouldn't go as far as to call him a Travis-style character, though. He hasn't threatened to rip his critics' throats out, for one.

I don't think there's a specific heirarchy of canon in 40K.
The Lexicanum has a list of the different admissable sources. In no particular order:
