That actually comes up a lot when talking about Batman. Some people see what he does as treating the symptoms, not the disease.

Doesn't he regularly donate to the force though? I think that was stated in a couple comics.

Depends on the continuity/time period/how much Gordon's been on the force. I'm not the biggest expert on it, so please take it with the proverbial ton of salt.

I think they should do Bane. "The Man Who Broke The Bat." Other words, Bane broke Batman's back.

The comics basically have Batman trying to rally up this massive prison break with Bane included among them. Batman runs himself to exhaustion and then Bane breaks into the Batcave where they fight and Batman gets his back broken. This is a highly simplified version of course.

The next movie has to deal with Batman being public enemy number one as well as having some sort of villian Batman has to defeat.

Of course Bane in Batman & Robin sucked along with everything that was in that movie, but a Bane in a Nolen Batman movie could work. In the comics, he is actually a sane character and highly intelligent.

Small nit: Bane wasn't among the escaped prisoners, he was the one who staged the break out for the sole purpose of making Batman run himself ragged chasing them all down, so that when Bane confronted Batman, the bat was too worn out to fight back. Batman really didn't know who Bane even was until they fought. It was all part of Bane's plan to take Gotham for his own.

I prefer to believe that it wasn't really Bane, merely a tough guy who just so happened to be named bane...also that said movie doesn't exist and is in fact, a mass collective hallucination of the movie going public.
