Not really, the best way to do it is to lower taxes since taxes basically represent money taken for military/exploration spending. That has an effect on your birth rate (population will go up every 5 years rather than every year) and your overall popularity.

Ah cool. I think a lowering of taxes is in order. I wanna be popular!
