How completely altered was Paris and Janeway's DNA? Maybe the Doc could have used Mom and Dad's DNA to restructure the little whipper snappers.

Indeed it did, it all comes together once they stop mining those old Phase II scripts and shed the sillyness of the first and second seasons. Starts to drop off at Season 7 but we got a good number of solid seasons out of the show.TNG seemed to improve over time.
