Why are ships listed as Unarmed?

There are limitations on what sort of equipment civilians are allowed to own in most countries, mainly to ensure that the state always outguns criminals. Given the military advantage a cloaking device would give a pirate or smuggler, I would expect similar restrictions to aplly to them.

Rocheys way is much better, because you can misquote people to see if they notice. Not that I ever do such a thing - although I do sometimes edit the original message when I'm replying to an email.

There IS a law against it. The Treaty of Algeron, no moatter how idiotic it was for the UFP to agree, forbids Federation vessels from having cloaking devices - not just Starfleet vessels.
