Yes I imagin the Romulans and Ferengi still had trade going on. Probably how they got a lot of their information.

I would tend to believe that the Ferengi themselves have enough acument o not get their hands too dirty. I imagine that any dealings with the military powers of the Alpha and Beta quadrants would have been done through three or four stages of "middle-men," such as the Yridians et. al.

Would the Ferengi ever sell their D'koras, or a license to produce them, or would the ferengi be cautious in proliferating arms that could allow other races to be on a parity with them?

It's your model, do with it as you will.

I doubt, however, that Ferengi home-brewed tech would be for sale - I'd think that they'd sooner just act as agents for getting goods from an outside source to an outside end user.

To noticable. They wouldn't want any direct proof that they were dealing arms, its one thing to know, its another to be able to prove it.

Good point. I can imagine groups like the Klingons exacting revenge on the people who sold their enemies weapons.

Excellent point, Deepcrush. Business like the Ferengi's depends on subterfuge; plausible deniability; and protecting your own, your clients', and your suppliers' identities. An arms dealer who doesn't keep everything on the DL isn't an arms dealer for too long.

Remember Quark, in the holosuite, "Its not a real weapon... Its only for fun..." Quark was step 3 of 6 as a middle man. Never did the weapons or money pass through the same hands. No one ever knew the 'other guy' on the far end.

Maybe there isnt a market for them. To big for small races to buy and more powerful races have their own.

Also true. I expect the Ferengi would be looking for a far greater margin on material into which they had invested their own time, tech, and resources.

I never really liked the Ferengi. They were good for a laugh from time to time, but mostly I just found them annoying.
