Technically I don't think she was in Starfleet
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

IS the diplomatic core tied to Starfleet? I never thought so. But then, if they have trained diplomats, why send Picard every which way. Let them explore, and let another Captain ferry a diplomat. Like Kirk, with all those ninnies.

I believe there's a diplomatic sect of Starfleet, but it's rather small and used primarily for "hay, wanna stop fighting while the big guys negotiate a treaty"

Starfleet? With the expanded role of S31 during the Dominion War, I think there's a ready-made perfect home for Romulans who want to join up.
