Who are the baddies going to be? You could always have the battle-brother stop short of killing Worf because he's interrupted by/alerted to the presence of a bad guy.

The idea was that the Snakes needed to get to J-25 (the system where the Borg are first encountered) so they need to hitch a ride wth someone. The Feds being the most likely candidate but naturally they aren't going to be just handing out starship rides to anyone who knocks at the door.
