wonder if Klingons and Romulans have the same problems humans do with random shit happening to them or if its just a humans thing.

I get the feeling Romulins and Klingons have their ships spend more time in conflicts to gain territory or shore up borders as opposed to just wandering around looking for stuff.

And their captains might not stick their noses into every random nebula just because it's there.

So I'd guess the Feds run into a larger amount of weirdness.

perhaps all the powers have such encounters, its just that the klingon honour code, romulan enigmaticism and cardassian authoritarianism etc prevents such information being widely acknowledged but the federation in the spirit of adventure may be more open with mentioning such events

I doubt the Klingons or Romulans ran across the same sort of stuff with as much frequencey as the Federation. A lot of the time the E-D only ran into this stuff because it went off looking for those things, and rushed off to investigate the latest spatial anomaly. The Klingons and Romulans don't seem to be the types to do that sort of thing, so it's less likely they ran into them.

well there are numerous klingon bird of preys seeming scattered about and the romulans often appeared to counter the explorations of the ENT-D with a warbird, so it is possible

But it's a bit easier to avoid an anomaly-of-the-week if you're shadowing the ship that ran into it.
