Yeah, I think booting you up a rank (or the other guy down a rank) works best.

Not at all. Excepting the MACO's, Starfleet (and Earth Starfleet) uses naval-type rank systems, in which "Major" doesn't appear at all.

Anyone got a real idea, for our purposes anyway, of the separation or inclusion of UESPA vs. Starfleet?

I would guess that the UESPA was an old term. And Starfleet a new one.

Perhaps UESPA is a rival space organisation?

However, it definitely still existed as of Kirk's time; and canon shows joint logo displays, etc.

Exactly my question. It couldn't have been the precursor to Starfleet if it co-existed with Starfleet even until TOS-era.

Probably a major civilian science agency, that Starfleet occasionally assigns ships to run missions for.
