Not at all. Excepting the MACO's, Starfleet (and Earth Starfleet) uses naval-type rank systems, in which "Major" doesn't appear at all.

I was saying Major is equivilent to the navel rank of Lt. Cmd.

It also follows the historical precedent of the engineer being the second officer on a vessel.

I would guess that the UESPA was an old term. And Starfleet a new one.

Probably a major civilian science agency, that Starfleet occasionally assigns ships to run missions for.
