Yeah, I think booting you up a rank (or the other guy down a rank) works best.

Not at all. Excepting the MACO's, Starfleet (and Earth Starfleet) uses naval-type rank systems, in which "Major" doesn't appear at all.
I was saying Major is equivilent to the navel rank of Lt. Cmd.

I would guess that the UESPA was an old term. And Starfleet a new one.

Exactly my question. It couldn't have been the precursor to Starfleet if it co-existed with Starfleet even until TOS-era.

Probably a major civilian science agency, that Starfleet occasionally assigns ships to run missions for.
