The Breen Confederacy agrees to sign this peace treaty.
There is only one way of avoiding the war – that is the overthrow of this society. However, as we are too weak for this task, the war is inevitable. -L. Trotsky, 1939

The Directorate would like to offer the Federation and the Turei the opportunity to send a delegation of ships to both system 182 to observe the decommissioning of our fleet as well as to 181 and 189 to observe negotiations between the Taiidan and the Ferengi remnant.

The Federation will send a delegation as well.
In the beginning the Universe was created. This has made a lot of people very angry and been widely regarded as a bad move.

You may each send up to 30 ships. They will arrive at the same crossing point as the relief vessels. Escorts will be provided to take you ships to systems 181, 189, and 182, no more than fifteen ships from each race to each location.

After the levels of cooperation and joint action seen during the War, the Interstellar Security Alliance proudly accepts the Teuri High Republic's membership.

No, we honor the agreement fully. Given that the admiral in question had military information of a highly sensitive nature the decision was made to mind wipe him prior to handing him over since you would undoubtedly attempt to interrogate him. If you read the treaty there were no stipulations placed upon the condition of said admiral. Since you surely intend to execute him we fail to see the issue.

At this time, the Imperium is beginning the relocation of Ferengi survivors to Imperial worlds. We expect this task to take the majority of the year to complete. The Tiidan will be contacted with the ETA's of all transports and all transports will remain uncloaked during their transit.

As this action also requires passage through Federation space, which they have honored us with access to. Starfleet Command will also be informed of all ETA's and travel paths. All transports will remain uncloaked during their passage through Federation space.

We were not informed that interrogation would be apart of the trial, only his actions within our space. With his mind laid waste, he can not present himself for proper trial. In this we see your first violation in the Treaty and we will not forget it.

So you would have us believe you would obtain one of our high ranking admirals and you would not interrogate them? How stupid do you think we are?
Article 3

Section 1
The commander of the Taiidan fleet responsible for the bombardment of Orias will turn him or herself over to allied custody and be tried as a war criminal. If found guilty, sentence will be passed with the laws of the victim states in mind and carried out jointly by the allies.
The commander was turned over to allied custody per the treaty. There are no stipulations as to his condition. The onus of conducting a trail was purely upon the allies, not the Taiidan Directorate. We are not in violation of the treaty. Besides, you seemed to have no trouble trying the admiral, finding him guilty, and executing him. What precisely is your issue?

The High Republic is deeply concerned about the attacks on coalition transports that have transpired in our rimward territories. The area has in our history been considered secure, and the trade route treaty has never stipulated the necessity of armed protection and so we left it to the Coalition to arm their own transport ships. it is clear this is no longer acceptable.

We will be directing a fleet of patrol ships to the region immediately. They will be split into 5 task forces, three designed to protect the transport routes as they near colonies in the region and the remaining two pushing coreward to locate any pirate nests that may have found themselves on our borders. This menace will not be allowed to continue.

We would invite the Klingons and Breen to be given yearly reports in this "Anti-Piracy Flotilla's" findings, and combat reports of any activity that befall them.

Either nation can respond privately or openly to this proposal.
