Well, also, he didn't have much of a choice . He had to be better or he would have been out. Starfleet seemed to face the same problem the US Pacific (and probably Atlantic) fleet faced in WWII. Almost all of the high-ranking officials made their way through the ranks during peacetime. What seem to be good officer qualities during peacetime (ie always files their paperwork on time) are not necessarily good qualities to fight a war with. (This was especially felt in the submarine branch where most of the sub-commanders {no pun intended} seemed to lack aggressiveness.
