Three helium nuclei can fuse into one carbon nucleus... plus energy.

Hydrogen, one proton and one electron, fusing into one neutron is not a favorable reaction. The reverse, a neutron decaying into 1 proton 1 electron and 1 anti neutrino is spontaneous.

Anyhow, a race with the mastery of cold fusion could create carbon...and according to Trek..carbon neutronium, harvesting material from their star.

But wouldn't anyone who had the power to build one of these not need one?

Sure... just like anyone with the money to buy a Bentley doesn't need one.

When I worked as a CSR at *unnamed pizza chain*, people would regularly state that they "needed" a certain pizza. I must admit, it was difficult not to correct them; the fact is, no one needs a pizza, but they were the super-rich clientele, so I did my "thank you for calling *unnamed pizza chain*" song-and-dance.

The words "need" and "want" are NOT INTERCHANGABLE, IMO.

"Cause they can"

I probably the right answer. Its showing off and giving you something to do.
What does defeat mean to you?

Nothing it will never come. Death before defeat. I don’t bend or break. I end, if I meet a foe capable of it. Victory is in forcing the opponent to back down. I do not. There is no defeat.

Why build something like that when you are obviously insanely powerful?

Because you can.

Ah. Agreed. Maybe the whole thing is a big sports stadium, created for bragging rights.

I only use that analogy because Houston spent well over a billion dollars on stadiums since I've lived here...

I've been to the Astrodome way back when Houston had the Oilers, and they were playing the Cleveland Browns. The Browns won, but we still had a great time.

Since then, they built

and,

...quite a lot of tax dollars to spend on fun, but ultimately frivolous crap.

Especially Minute Maid Park - it's like M. C. Escher designed a baseball stadium.

Citi Field opens next season and it promises to be a proper tribute to Ebbetts Field.

That actualy seems like the best answer. Think about it. Most of the largest modern-day structures don't need to be that big. Some of them have no real purpose at all (Eiffel Tower, for example. Though it's not that large), or have purposes that could easily be done by two or three much smaller facilities that would be much easier and cheaper to build.
