I think what it comes down to, is that Guinan was always generally better written than Troi was. Troi from the very beginning was a bad idea.

Although she only scared him when he wasn't omniscient, I don't remember them really ever being in the same area when he was.

Oh, wait. It wasn't just when he was depowered. In the Borg debut didn't they interact? He had his powers then IIRC.
