Hey, what would be the general thought about the black market? I don't mean buying, I mean selling. For example, selling cloaking devices on the black market to pirates and raiders could be very profitable in the short term, but have interesting consequences down the road.

I don't have a problem with having more black markets. I just don't really know how to manage it very well honestly. Hard to establish prices and what not in my view.

I'd say take the total cost of R&D as the "base" value. A 25% to 50% profit would be a normal expectation, say if we opened the neutrel powers to purchasing tech and ships (which would bring them out of the dark ages), but a 75% to 100% profit in the black market (the Orion Syndicate has ALOT of money), but with longer reaching consequences (ie, the Romulans sell cloaking tech to Orion Syndicate who then installs them on raiders working the Klingon transport/freighter routes, which costs the Klingons money, which irritates the Klingons, which causes some sort of retaliation.)

Yes, because the Romulans really want to do yet something else to anger the Klingons.

Really, I'm not going to war with anyone. I haven't even moved my fleets into an attack formation. Trust me on this, when war comes you guys will see it bright and clear.
