Let's not forget the Klingons are VASTLY more unified in purpose than the Xindi. Each Xindi sub-species has it's own agenda, while the Klingons simply want to conquer all that they see.

Not so much in ENT. Even in TOS they were looking to expand but they weren't charging in for battle every chance they got.
