The problem with the Ferengi in TNG is that nobody knew what to do with them. They failed miserably as the new "big bad" which they were supposed to be, but the show was trying to make them into villains of a sort, so they ended up being a nuisance race rather than a real antagonist.
DS9 actually found a niche for them, as well as had regulars with which to actually explore the culture and develop some characters.

Wasn't the Marauder supposed to be a fairly serious threat to a Galaxy-class? Maybe they had some sort of energy weapon that could make all of the consoles explode simultaneously...
