I'm of two minds. I see them wanting to make use of what they have, but Exter would be like a freaking haunted Ghost Ship. Starfleet Officers are well trained, but who would want to serve on her? Quantum Torpedoes
You know, something about Quantum Torpedoes has always bothered me. They are "supposed" to be more powerful than the standard photon torpedo, yet the casings look identical. The Lakota was upgraded to carry them, and the Excelsior class is one of the oldest still being fielded by Starfleet...

Here here! Tell you the truth, I would have felt better if they would have been using something like those plasma bullets or a high powered magnetic projectile launcher or something. But, I still feel the need to try and expain moving backwards in the arms race

But combat is not the ONLY danger in deep space. How many different kinds of anomolies have we seen crop up over the years. A good ion storm could pose a threat as well as a good gravitational surge.
