That's probably due to the lack of diversity in their fleets, and the fact they had less ships. Exactly, didn't the Romulan force number only several hundred ships (400 or so) compared to the thousands of Federation and Klingon vessels? We don't know the exact numbers of ships. Built a fed ship with 52 pulse phaser can. and 27 quantum torp launchers and then we can count how many seconds a sov would last in a battle against it.

The Scimitar is so strong because it has an enormous size. The only great tecnology it has is the ability to fire through cloak. The valdore class in comparison with the sov is nothing great.
