If Troi isn't qualified for command because she hasn't taken the bridge officer's test, why was she in command during "Disaster" just because of her rank?

Plotline

After loosing his memory in an accident, Data settles down in a small village - trading for goods with some metal fragments from a container marked "Radioactive". Meanwhile, Troi must face up to what it really means to sit in the big chair.
