Commander of a Romulan prison camp, Tokath sacrificed his military career in order to stay with the Klingons captured during the Khittomer massacre. He married one of the prisoners and had a daughter, Ba'El, with her. Tokath was disturbed when Worf arrived at the camp and began teaching the Klingons about their cultural heritage, but he ultimately agreed to release them to return to their homeland if they so desired.1
