Lemec was a Cardassian officer who served on the Federation border in 2369.2 He attempted to force Captain Jellico to hand over the planet Minos Korva to his government, using the captured Captain Picard as a negotiating tactic. The attempt failed when Jellico had mines placed around Lemec's ships.3
