A Starfleet officer, Maddox was a member of the board which considered Data's application for Starfleet Academy. He was the only member to vote against admittance, on the grounds that Data was not a sentient lifeform. In 2365 he attempted to force Data to undergo a procedure which would help him to replicate Soong's work, creating more positronic brains. Maddox was frustrated when Data refused to undergo the dangerous procedure, but ultimately came to gain more respect for the android. [1] In 2367 Maddox asked Data to compile a detailed diary of a typical day aboard the ship to assist him in understanding the android's thought processes. [2]

In the 2380s Maddox led the team that designed the androids that would later rebel and destroy the Utopia Planetia shipyards on Mars. [3] During this time Maddox had a romantic relationship with Dr Agnes Jurati, [4] a colleague he had recruited from Starfleet. [3] Maddox also came up with the idea of Fractal Neuronic Cloning, a process of producing sentient humanoid androids using a neuron from the positronic network of an existing android, the process resulted in twinned pairs of clones. [3]

In 2385 Maddox disappeared from his lab in the Daystrom Institute. [3] With the aid of a loan from Bjayzl, an unscrupulous dealer in Borg parts, he set up an off world laboratory and started working on his cloning process. The lab was destroyed by the Tal Shiar, but not before he could perfect his work and produce a pair of sentient androids, Dahj and Soji Asha, using a salvaged neuron from Lt. Commander Data. Maddox escaped the lab's destruction and went into hiding. [4]

In 2399 he resurfaced on the planet Freecloud, where he was captured by Bjayzl who poisoned him and was going to sell him to the Tal Shiar. He was, however, rescued by Admiral Jean-Luc Picard and transported to the ship La Sirena. At the time of his rescue he was suffering from massive abdominal haemorrhaging. He was transferred to the ship's sickbay where he was being successfully treated. Agnes, Maddox's former lover, believing that his work would lead to the destruction of all life in the universe, turned off the machines keeping him alive resulting in his death. [4]
