A member of the Hierarchy, Loquar was one of two of his species which were stranded in a subspace anomaly in 2377. They were rescued by Voyager and became part of the alliance which she created to research methods of escape. Loquar helped the alliance by devising a new method of spying on other ships, helping them learn of a plan by raiders to destroy the alliance ships and steal resources from them. [1]
